VP seeks to expedite digital public service mall establishment

Vice President Ma’ruf Amin asked all ministries and agencies to push the acceleration of improvement in the quality of public services, particularly through the establishment of digital-based public service malls (MPPs) in all districts and cities.

“We are determined to transform the bureaucracy into a digital bureaucracy through the implementation of an electronic-based government system (SPBE) in all sectors,” he said while chairing the meeting of the steering committee for national bureaucratic reform (KPRBN) at the Vice President’s Palace here on Thursday.

He informed that in public services, the implementation of SPBE must become the driver for the realization of digital MPPs. He said that with the implementation of digital MPPs in districts and cities, access to public services will become easier, cheaper, and uncomplicated, and the coverage would expand.

“In addition, the development of digital MPPs is also more efficient and effective, considering that the cost of organizing (digital) MPPs is more economical because there is no need to build a luxurious MPP building, and it can be replicated in various regions more quickly,” he explained.

He further said that based on data, as of December 2022, at least 103 MPPs have been inaugurated in districts and cities. However, the existing number of MPPs is only 20 percent of the total needed in Indonesia.

Amin noted that there is still a lack of 80 percent, or around 411 districts and cities that do not yet have an MPP. Thus, he said he hoped that by the end of 2024, all districts and cities will have MPPs.

The target for 2023 is to develop around 150 new MPPs, and the rest are expected to be completed in 2024, he added.

To this end, he called for a digital MPP pilot model design to be made without delay, both for MPPs that have already been formed and those specifically for regions experiencing constraints in budget and facilities for establishing physical or hybrid MPPs.

“For effective implementation of MPPs in districts and cities, the development of digital MPPs must be integrated nationally, based on digital platforms, service standardization, service business process integration, system and data centralization, one-time input, maintaining data privacy and security, and (ensuring it) can be accessed from various electronic channels,” he said.
