Commission seeks guidelines for investigating women in conflict

The goal is to (make it) a part of preventing sexual torture

Jakarta The National Commission on Violence Against Women has urged the National Police chief General Listyo Sigit Prabowo to formulate guidelines for investigating women in conflict with the law without delay.

“The goal is to (make it) a part of preventing sexual torture,” Chairperson of the commission Andy Yentriyani said during an online discussion held to commemorate International Anti-Torture Day here on Friday.

Later, the Supreme Court and the Attorney General’s Office will set guidelines for investigating women in conflict with the law that would be implemented with the Crime of Sexual Violence Bill, which specifically focuses on sexual torture, she informed.

The commission also expressed support for General Prabowo’s idea of creating a Directorate for the Protection of Women and Children. Yentriyani said that his idea would help prevent the sexual torture of women.

To prevent violence and torture, the commission is working with some institutions, including the National Human Rights Commission, the Witness and Victim Protection Agency, the National Child Protection Commission, the National Commission for Disabilities, and the National Ombudsman.

Together, they have formed an entity for the purpose, which has been named Cooperation for Torture Prevention (KuPP).

The team has made a number of efforts to prevent violence in correctional institutions, state detention centers, and under police detention. The efforts have included collective investigations into prisons conducted with the police and even the Law and Human Rights Ministry.

Yentriyani said that the National Commission on Violence Against Women will focus on ensuring decent conditions for women prisoners, in accordance with the Bangkok Principles, which cover rights ranging from maternity rights to freedom from sexual torture.
