Regional heads’ commitment to gender mainstreaming still low: Ministry

Indonesia can act as a mediator to help resolve the Russian-Ukraine conflict through diplomacy, an international political observer has said.

“Indonesia has a good track record so it will be able to play its role in solving the Russia-Ukraine war. Moreover, Indonesia currently holds the G20 Presidency so it has not lost the momentum,” Imron Cotan said in a statement on Friday.

Indonesia has experience in resolving conflicts, including the Cambodian conflict through the Jakarta Informal Meeting in 1988 and 1989, he noted.

He suggested that the Ukrainian Ambassador in Indonesia ask President Zelensky to consider Indonesia as a mediator in the conflict.

“I feel rather strange when Ukraine is unable to look at Indonesia as the world’s fourth-largest country that is able to act as a go-between in the Ukraine-Russia war. It is also the duty of our ambassador there (in Ukraine) to increase President Zelensky’s awareness of Indonesia’s existence and capability to solve the conflict,” he said.

Meanwhile, international law expert Hikmahanto Juwana said that, as Indonesia is holding the G20 Presidency, President Joko Widodo should play a greater role in resolving the Russia-Ukraine conflict.

Turkey has been able to bring the two nations to the negotiating table, he added.

Everyone must become women’s empowerment agent: Minister Puspayoga

Women’s Empowerment and Child Protection Minister Bintang Puspayoga, in a press statement issued on Friday, urged all people to become women’s empowerment and gender equality agents, particularly those living in the women’s immediate environment.

People in the immediate environment of women comprise their families, friends, co-workers, and the broader society, she said.

If all parties unite their strength to support, share, inspire, and motivate one another, women can achieve advancement through mutual empowerment, she opined.

The government is encouraging the achievement of gender equality and women’s empowerment through the 2020–2024 Medium-Term National Development Program (RPJMN), she explained.

Under the 2020–2024 RPJMN, the mainstreaming of sustainable development goals will be inseparable from Indonesia’s development agenda in the future, which includes achieving gender equality and empowerment of women and girls, she informed.

However, various data have shown there is still a gap in women’s participation in terms of accessing, participating, and determining the course of development, the minister noted.

In addition, it is lamentable that a gap still exists when it comes to women receiving the benefits of development, which can be seen from year to year through various data and indices, she said.

The indices include the Human Development Index (IPM), Gender Development Index (IPG), Gender Empowerment Index (IDG), and Child Protection Index.

However, Puspayoga said she is optimistic that this can be resolved. One way is through the Womenpreneurs Indonesia Network (WIN) Academy and Sekuntum Melati Female School.

The inauguration of the third batch of Sekuntum Melati and WIN Academy is a form of cross-sectoral synergy and collaboration to empower women and produce independent, resilient, and competitive women, she opined.

GPDRR supports Indonesia’s economic growth: Disaster Mitigation Agency

The Global Platform for Disaster Risk Reduction (GPDRR) supports the growth of Indonesia’s economy, the National Disaster Mitigation Agency’s (BNPB’s) System and Strategy Deputy, Raditya Jati, stated.

“This is the first disaster technology industry exhibition done in GPDRR. Indonesia is the first nation to have proposed it,” Jati noted through a written statement on Saturday.

In addition to producing a concept as an effort to reduce disaster risk internationally, the 7th GPDRR will present the industry and technology exhibition in collaboration with the private sector, he remarked.

This aims to accommodate the disaster technology industry actors in Indonesia.

In addition to the exhibition, the BNPB introduces the Resilience House that will be showcased in the Bali Collection to present a variety of disaster education materials.

Culinary Micro, Small, and Medium Enterprises (MSMEs) will also be involved during the Bali Collection. With this, delegations can enjoy Bali’s culinary tourism at an affordable price.

There is also an agenda in the form of a field visit program wherein delegations from various countries can directly observe Bali residents’ efforts in building disaster risk reduction resiliency.

FIM circuit homologation: Mandalika Circuit gets Grade A

The Pertamina Mandalika International Street Circuit in Central Lombok District, West Nusa Tenggara (NTB) Province, which is currently hosting the Grand Prix of Indonesia for the first time, has passed the circuit homologation test with grade A.

“According to the track inspection held by the Federation Internationale de Motocyclisme (FIM), Dorna Sports, and International Road-Racing Team Association (IRTA) on March 17, 2022, the circuit has successfully passed grade A homologation,” President Director of state-run Indonesia Tourism Development Corporation (ITDC) Abdulbar M. Mansoer said in a statement received here on Saturday.

Since grade A is the highest circuit grade, it means that Pertamina Mandalika International Street Circuit is cleared for hosting a MotoGP racing event, he explained.

The participants of the Pertamina Grand Prix of Indonesia have also found the 4.3-kilometer circuit to be safer compared to during the pre-season test from February 11–13, 2022.

During the pre-season test, racers had complained of the dirty, dusty, and peeling asphalt, saying they had to deal with bits of loosened asphalt sprayed from the tires of racers in front.

As it was a new circuit, which had only held the World Superbike (WSBK) event on November 19–21, 2021, before the implementation of the Pertamina Grand Prix of Indonesia from March 18–20, 2022, the track lacked a racing line.

The narrow racing line left MotoGP participants unable to ride their motorbikes optimally.

Hence, considering the results of the pre-season test, Dorna Sports and FIM asked ITDC’s subsidiary Mandalika Grand Prix Association (MGPA), as the circuit manager, to maintain the cleanliness of the track surface as well as re-pave about 17.5 percent of the total track length.

Following the re-pavement, racers reported an improvement in the track during a free practice session on March 18, 2022.

“It feels different. During the pre-season test, bits of asphalt stones were thrown. However, at this practice session, the debris is smaller. Thus, it is better,” Yamaha Factory Racing’s rider Fabio Quartararo remarked.

He also said that the racing line at the practice session is much better since before the MotoGP bikes used the circuit for practicing, the track had been used by Asian Talent Cup, Moto3, and Moto2 bikes.

Team Suzuki Ecstar’s racer Joan Mir also said that the track is safe enough to be used after he completed the second practice session.

“The track is safe. I could still feel small stones thrown when I was behind the other riders. However, it is normal,” he added.

Earlier, the circuit had received a grade B in the circuit homologation test amid the implementation of the 2021 WSBK.

Balancing new capital development with orangutan habitat preservation

The Joko Widodo (Jokowi) administration is accelerating the development of the new capital named Nusantara— an old Javanese word that reflects Indonesia’s archipelagic status as a nation of 17 thousand islands.

The government has picked a part of North Penajam Paser District and a part of Kutai Kartanegara District in East Kalimantan Province as the location for the new capital, which is often referred to as IKN.

“The most ideal (location for) the new capital city is in part of North Penajam Paser District and part of Kutai Kartanegara District, East Kalimantan Province,” President Widodo said at the Presidential Palace in Jakarta on August 26, 2019.

East Kalimantan is located on Kalimantan Island or Borneo, which is known as the “lung of the world” on account of its vast primary forests that are vital for absorbing CO2 emissions and thereby, mitigating the impact of climate change.

The new Indonesian capital will span 256,142 hectares of land, or four times the present capital Jakarta’s size, and 68,189 hectares of marine area.

The government, however, has assured that the location chosen for the IKN project contains no primary forests, but industrial forest areas.

It has also assured that the development of IKN would not damage local forests, as natural conditions would be taken into account during construction.

“We must not perceive that our efforts to relocate the capital will damage the forests,” Widodo said on February 22, 2022, while speaking about the US$32-billion IKN megaproject.

The government is committed to ensuring that 70 percent of the new capital area is reserved as a green area to ensure the capital remains green, according to the President.

“The new capital will have many green areas and forests. All aspects in the capital, including the transportation system, water and electricity system, infrastructures, communications, and public services, will be managed by modern technologies,” he informed.

Apart from preserving the natural waterfront by maintaining the forest ecosystem, the authority is committed to rehabilitating several ecosystems that have been damaged, he stated.

“Of the 256 thousand hectares (of land procured for) the new capital area, construction work will be carried out in only 50 thousand hectares of land, while the rest of the 200 thousand hectares would be preserved as it is. We will also rehabilitate damaged ecosystems by developing tree nurseries that would produce at least 20 million tree seedlings annually,” Widodo informed.

The President assured that buildings in the new capital city will showcase the greatness of the nation, reflect national identity, and demonstrate social, economic, and environmental sustainability.

“This is a leap for the Indonesian people to transform the nation to become an advanced Indonesia,” he said.

President Widodo signed Law No. 3 of 2022 on the State Capital on February 15, 2022, and installed Bambang Susantono as head of the Nusantara Capital City Authority and Dhony Rahajoe as the deputy head in Jakarta on March 10, 2022.

Susantono, who graduated from the Civil Engineering Faculty of Bandung Institute of Technology (ITB) in 1987, had served as ADB’s vice president for sustainable management and development since July 2015. He also had a stint as deputy minister of transportation from 2009 to 2014.

Prior to his appointment, Rahajoe was the managing director of a private property company, Sinar Mas Land.

Orangutans

Kalimantan and Sumatra Island are the only two places in the world where orangutans can be found in the wild.

Kutai Kartanegara has been home to Semboja Lestari Orangutan Rehabilitation and Reintroduction Center of Borneo Orangutan Survival Foundation (BOSF) since 1991.

Considering the proximity of the orangutans’ habitat to the new capital, the Presidential Staff Office (KSP) has assured that the government will protect Kalimantan orangutans (Pongo pygmaeus morio) during the IKN development process.

Wandy Tuturoong, the main expert at KSP, said that the government has conducted several studies on the capital’s development plan, including a Strategic Environmental Study (KLHS) in the capital area.

The government has also readied several planning documents, including the Master Plan for the Capital City Nusantara, which envisages the capital as a “forest city.”

The study recommended five roadmaps for environmental recovery and improvement. Two of the roadmaps pertain to improving the quality of wildlife, including orangutans, and restoring tropical rainforest ecosystems, he said.

“Hence, it is not just orangutans that must be protected in the IKN area but also other wild animals, such as kuwuk cats, migratory birds, estuarine crocodiles, clouded leopards, langur monkey, and turtles,” he affirmed.

For the protection and preservation of the animals, the government will develop animal corridors, with canopies and animal signs, in accordance with the Minister of Environment and Forestry’s Regulation No. 23 of 2019, he added.

The Environmental Affairs and Forestry Ministry’s director general for ecosystems and natural resources conservation (KSDAE), Wiratno, confirmed that the IKN authorities will develop a corridor for animals around the capital city.

Data from 2016 pegged the number of orangutans in Kutai Kartanegara at 14,540, with their population spread across 17 landscapes, including Beratus, Sungai Wain, Kutai – BontangNational Park, Belayan – Senyiur, Wehea – Lesan, Sangkulirang, Tabin, North Kinabatangan, Ulu Kalumpang, Crocker, Lingkabau, Bonggaya, Ulu Tungud, and Sepilok.

“Orangutans closest to IKN are only found in Sungai Wain Landscape. Those orangutans found in Sungai Wain are orangutans that have been rehabilitated,” Wiratno informed.

Environmental NGO activists have expressed concerns that the IKN project, which is expected to relocate up to 1.5 million people to the new capital, could prove disastrous for the environment.

Earlier, Anton Nurcahyo, deputy CEO of BOSF, had expressed the concern that the relocation of the capital city to Kutai Kartanegara would cause major changes to the orangutan habitat in surrounding areas, although there is no orangutan habitat inside the IKN location.

“But the orangutan rehabilitation center is located here, in a forest area covering 1,850 hectares, and the current condition must be preserved,” he said.

He emphasized that it is crucial for IKN authorities to have a mitigation plan, adjusted to specific environmental requirements, for preserving East Kalimantan’s unique ecosystem.
