Hope Red and White vaccine production commences in 2022: minister

Health Minister Budi Gunadi Sadikin has expressed the hope that the production of the Red and White COVID-19 vaccine developed by Airlangga University and PT Biotis Pharmaceuticals Indonesia would start in the second half of 2022.

“I hope that the clinical trial process will run smoothly so that in the second half of next year, the Red and White Vaccine can be produced,” he said at the Open Session of the 67th anniversary of Airlangga University here on Tuesday.

The pre-clinical test of the COVID-19 vaccine developed by Universitas Airlangga has shown good results and high efficiency, he noted. PT Biotis Pharmaceuticals Indonesia will conduct clinical trials to check the safety and benefits of the vaccine, he added.

The first phase of clinical trials to test the safety of the vaccine would be conducted on 100 people, the second phase of clinical trials to check the immunogenicity of the vaccine would be conducted on 400 people, and the third phase will test the efficacy of the vaccine and involve about 3 thousand people, he informed.

According to Sadikin, the scenario for the third phase of the Red and White Vaccine clinical trial is currently being prepared.

“In the first scenario, the vaccine will be injected twice. Then, in the second scenario, the vaccine will be injected once as a booster to strengthen the previous injections, and in the third scenario, the vaccine will be injected twice targeting children aged under 12 years old,” he expounded.

At the Open Session on Tuesday, Airlangga University gave the Red and White Vaccine seeds to PT Biotis Pharmaceuticals Indonesia for further clinical trials.

The minister lauded Airlangga University and PT Biotis Pharmaceuticals Indonesia for successfully completing the research and pre-clinical vaccine trials in less than a year.

Minister Sadikin added that the National Agency of Drug and Food Control (BPOM) has also been involved in the development of the vaccine from the beginning to accelerate efforts to produce a domestically made COVID-19 vaccine.

Joint emergency team holds simulations ahead of 2021 Mandalika WSBK

A joint emergency response team held a simulation on Tuesday in Kuta Mandalika, Central Lombok as part of preparations for the World Superbike (WSBK) event.

The team comprised personnel from the National Search and Rescue Agency (Basarnas), police, military, Transportation Office, Health Office, and West Nusa Tenggara (NTB) Provincial Hospital.

“The Healthy, Safety and Security Protocol simulation aims to give assurance to the tourists, both domestic and foreign ones, who will come to watch the World Superbike (WSBK) at the Mandalika Circuit on November 19–21,” director of preparedness at the Mataram city Basarnas, Agus Haryono, said here on Tuesday.

He said he hoped that the preparedness of the team will convince tourists to attend the WSBK as well as ensure that the international racing event runs safely and successfully.

“Thus, the people’s economic activities in the tourism sector can revive in the midst of the COVID-19 pandemic,” he remarked.

Furthermore, he informed the simulation focused on three scenarios.

The first one was a traffic accident scenario, Haryono said. The scenario involved a bus tire burst leading to the bus hitting the sidewalk, injuring some people, with the bus driver, pinned by the bus dashboard, suffering the worst injuries, he informed.

Since the accident caused a traffic jam, the emergency team asked for air medical evacuation assistance using the Basarnas’ helicopter HR-3603 flown by Marine Major Sinaga, he said.

“The team carried out the hoisting technique (a medical technique for lifting patients) and flew to the NTB Provincial Hospital, which had another team ready at the hospital helipad,” the director explained.

The second simulation scenario involved several tourists being swept away by a wave at the Kuta Mandalika Beach, Haryono said.

The emergency team — who immediately took action using jet skis, amphibious cars, sea riders, and other water fleets – rescued the victims, while one of them was found in a critical condition, he added.

“The team asked for air medical evacuation assistance again. Shortly afterward, the helicopter landed and took the victim to the provincial hospital,” Haryono said.

Meanwhile, the last scenario involved the handling of a crash at the Pertamina Mandalika International Street Circuit, which injured several racers, he added.

The Basarnas Special Team evacuated one of the racers to the NTB Provincial Hospital using the prepared helicopter HR-6303, he said.

“The simulations aim to prepare the safety of the Idemitsu Asia Talent Cup (IATC) and WSBK races at the Mandalika Circuit,” the director added.

Tagana personnel receive training on analyzing disasters

The Social Education, Research, and Counseling Center (BP3S) of the Social Affairs Ministry is training 60 personnel from emergency response units (Tagana) from all provinces in disaster situation analysis.

The training has been organized from November 7–13, 2021 at the Tagana Centre, Babakan Madang sub-district, Bogor district, West Java province.

“The strength of the ministry in responding to a disaster lies in the regional emergency response centers since you (the emergency response personnel) are the closest to the location of the accident,” Social Affairs Minister Tri Rismaharini said in a statement received here on Tuesday.

Hence, the minister emphasized that Tagana should not only be able to disburse and provide aid packages to victims, but also carry out a disaster situation analysis.

“You have to know what to do on the site. You also must be able to analyze what the next steps are,” she remarked.

She cited the landslide in Sumedang district on January 9, 2021 as an example of the importance of disaster analysis.

“Initially, there were nine victims; however, there were many people who went to help without conducting any disaster analysis first. Thus, when the subsequent landslides occurred, it claimed 37 victims,” she pointed out.

During the training, head of BP3S, Hartono Laras, underlined the importance of training, saying natural disasters have continued to occur in various regions of Indonesia.

“In facing natural disasters, we need Tagana’s readiness; thus their capabilities must be improved from time to time,” he added.

Meanwhile, expert staff to the Social Affairs Minister for social change and dynamics, Adi Karyono, lauded the training conducted by BP3S.

“We have to increase our synergy and coordination with all related parties in the disaster management sector,” he added.

Mandalika Circuit needs evacuation route signs: Military Resort Chief

Commander of Military Resort 162/Wira Bhakri, Brigadier General Ahmad Rizal Ramdhani, has highlighted the need for additional disaster evacuation route signs at the Mandalika International Street Circuit, Central Lombok, West Nusa Tenggara (NTB).

“The area requires additional signs for disaster evacuation routes,” he said at the ‘Final Check Meeting’ for the implementation of the 2021 Idemitsu Asia Talent Cup (IATC), 2021 World Superbike (WSCK), and 2022 MotoGP with all stakeholders here on Tuesday.

He addressed the statement directly to the local Regional Disaster Mitigation Agency (BPBD) — which is a stakeholder for disaster preparedness.

“BPBD should prepare the signs immediately,” he urged.

The military resort commander said that it is important to provide complete information regarding disaster mitigation.

“If there are no clear guides, there will possibly be more victims — not because of the disaster, but due to panic rush and accidentally being trampled on,” he emphasized.

Meanwhile, head of the provincial BPBD, Sahdan, confirmed separately that his agency has prepared the signs.

“They are ready. We just need to install them. We will do it on Wednesday,” he informed.

Regarding where the signs will be placed, he said that he did not remember the exact points. However, he said he has ensured that the signs have been made.

“There are dozens of them. In addition, the evacuation route map has been established,” the provincial BPBD head stated.

The signs will provide information on evacuation directions and gathering points, starting from the Mandalika Circuit area to the safe evacuation point, he informed.

“Later, we will also put evacuation signs in 13 villages around the Mandalika Special Economic Zone,” he added.

In addition to installing the signs, the agency is going to educate the community and tourism business managers from villages on disaster mitigation, he added.

Commence vaccinations for children soon, House Speaker tells govt

House of Representatives (DPR RI) Speaker Puan Maharani has asked the government to commence vaccinations for children aged 6-11 soon to support the implementation of face-to-face learning.

“We hope the vaccination for children aged under 12 can be implemented immediately. With vaccination, children can come back to learning at school safely,” she said in a statement received here on Tuesday.

She said she hoped the vaccination of children aged 6-11 can be realized promptly even though the Ministry of Health has said that it can only be started next year due to matters regarding the budget and priority groups for vaccination.

Vaccinating children in the 6–11 age group is necessary so that the implementation of face-to-face learning can be more extensive, Maharani added.

“Face-to-face learning needs to be implemented immediately to prevent fatigue due to children studying at home for too long,” she said.

She said she hoped face-to-face learning would be implemented uniformly for all children, starting from areas with the lowest COVID-19 cases rate to regions with higher rates. Therefore, vaccinating children must become a priority, she added.

The House Speaker urged the government to prepare the infrastructure, including health facilities equipped with health personnel, that are tailored to the needs of children aged below 12.

“We support the cooperation of the Ministry of Health with schools and the Social Offices in implementing child vaccinations. However, it should be underlined that children aged 6-11 years old need special treatment; so, the government must prepare it,” she remarked.

Maharani also appealed to parents not to hesitate to get their children vaccinated against COVID-19, saying the vaccine could greatly benefit and protect children from the deadly virus.

Multiple screenings to prevent imported COVID-19 cases: spokesperson

Indonesia has put multiple health screenings in place for international travelers to prevent imported COVID-19 cases, spokesperson of the COVID-19 Handling Task Force, Wiku Adisasmito, has said.

“The mechanism has been regulated in the Task Force Circular Letter Number 20/2021 along with its addendum,” he remarked while delivering a press statement, accessed on the YouTube channel of the National Disaster Mitigation Agency (BNPB) here on Tuesday afternoon.

He made the statement in response to questions regarding the potential for the import of a new variant of coronavirus, AY.4.2, which was recently reported to have been detected in Malaysia.

The spokesperson informed that the multiple health screenings for travelers start with checks on their basic health condition at the arrival gate.

“Furthermore, they are required to do the after-arrival COVID-19 tests at the entrance point and carry out the self-quarantine,” he added.

In addition, he said that the duration of quarantine is different for international travelers who have been fully vaccinated and those who have not.

“The quarantine period is three days for those who have been fully vaccinated; meanwhile, those who have not been fully vaccinated will have to do it for five days,” he explained.

Furthermore, travelers are also required to undertake a second COVID-19 test after their arrival, he said.

Travelers who are required to conduct self-isolation for three days need to undertake the test on the third day, he added.

Meanwhile, for those who have to quarantine for five days, the test must be conducted on the fourth day, he said.

“Travelers are only allowed to leave the quarantine facility if the test results have been received stating that they are negative,” Adisasmito emphasized.

On average, the test results come out about 6 to 12 hours after a sample is taken, he informed.

“The government is committed to having the test results out as soon as possible,” he added.
