The need for operating emission trading scheme pilot


Hanoi: As an emission trading system (ETS) will be piloted next year and officially operated in 2028, a training course has been held starting on February 26 in Hanoi to promote understanding of the carbon market and ETS for Vietnamese public and private stakeholders.

The two-day conference, which is the first capacity-training in Vietnam and is organised by the Southeast Asia Energy Transition Partnership (ETP) in cooperation with the Department of Climate Change (DCC), Ministry of Natural Resources and Environment (MONRE), targets representatives from ministries, development donors, and financial institutions; with a comprehensive and systematic training curriculum on ETS and carbon markets using a market simulation tool.

The initiative comes at a crucial time as Vietnam is pushing to reduce carbon emissions and making efforts to fulfil its obligations under the Paris Agreement.

‘The training programme will contribute to enhancing the understanding of stakeholders regarding their respective positions and
roles in the development of Vietnam’s carbon market. In addition, these activities will facilitate closer collaboration among participants, aiming to establish and effectively operate the market,’ said Fritzie Vergel, a representative of ETP.

Mai Kim Lien, deputy director of the Department of Climate Change under the MONRE, emphasised the supportive activities of international organisations in the development of the Vietnamese carbon market.

“Within the framework of the Memorandum of Understanding between the Department of Climate Change and the United Nations Office for Project Services (UNOPS), the ETP programme encompasses various supportive initiatives,’ Lien said.

‘One such activity involves the selection and guidance on utilising a system simulation tool for greenhouse gas emission allowance trading. This tool aims to facilitate a deeper understanding among relevant parties regarding the functionalities, operational processes, management, and trading of emission allowances and carbon credits on the t
rading platform.

‘It serves as highly valuable support for stakeholders involved in the establishment and successful operation of the greenhouse gas emission allowance trading and carbon credit markets in Vietnam.’

The establishment of a robust ETS plays a pivotal role as stated in the updated nationally determined contribution (NDC) in 2022. By placing a cap on total emissions and allowing companies to buy and sell credits, ETS introduces economic incentives for businesses to reduce their emissions efficiently.

Even though Vietnam is going to pilot an ETS next year, there are many challenges that remain, said Dang Hong Hanh, co-founder of Energy and Environment Consultancy JSC (VNEEC).

‘In some countries, they have three to five years of preparation before piloting, but we only have one year.’

‘There are many new technical and managerial requirements that require significant resources, and numerous legal documents and implementation guidelines need to be issued in 2024.

“This undertaking necessitates s
trong political commitment and active engagement from diverse stakeholders. Simultaneous execution of multiple tasks is imperative, alongside the selection of an appropriate scale for the pilot phase.”

Moreover, the carbon market is characterised by volatility, necessitating adaptable policies and ongoing adjustments. However, the policy-making process in Vietnam is time-consuming and involves multiple steps, Hanh added.

The second training course is specifically designed for representatives from energy-intensive enterprises, business associations, and media, and will be held from February 29 to March 1./.

Large-timber forest area to be expanded to 1 million ha by 2030


Hanoi: The Ministry of Agriculture and Rural Development (MARD) set a target of growing about 1 million ha of large-sized timber forests nationwide by 2030.

Of the area, the 500,000 ha of existing large-sized timber forests will be maintained and another 450,000-550,000 ha grown during 2024-2030, according to the MARD’s plan on the development of large-sized timber forests for the period.

The ministry said that the development of concentrated large-sized timber forests aims to ensure sufficient timber supply for processing to serve the domestic market and export, increase forest growers’ income, and help with environmental protection, climate change response, and disaster mitigation.

Productivity of the forests with intensive cultivation of such trees as ‘keo’ (Acacia) and ‘bach dan’ (Eucalyptus) will be raised to an average of 20 cu.m. per ha each year by 2025 and 22 cu.m. per ha each year by 2030. Income from commercial forests will be increased by about 1.5-2 times per unit of area compared to 2020. Bes
ides, the forestry production value chain will also be promoted.

Meanwhile, the 450,000-550,000 ha of new large-sized timber forest will be developed in six socio-economic regions. That comprises 130,000-146,000 ha in the northern midland and mountainous region, 6,000-9,000 ha in the Red River Delta, 280,000-348,000 ha in the north central and coastal central region, 25,000-35,000 ha in the Central Highlands, 7,500-10,000 ha in the southeastern region, and 1,500-2,000 ha in the southwestern region.

To realise those targets, the MARD devised several measures in its plan, including reviewing the land reserves and small-sized timber forests eligible for development, connecting forest growers with businesses, and promoting sustainable forest management and forest certification.

It will also step up the development of high-yield and high-quality plant varieties that meet the market’s demand and are resistant to diseases and adverse environmental conditions to use for afforestation.

licies such as exempting or reducing land rent and land use tax, supporting investment, and providing soft loans to attract private resources to developing large-sized timber forests./.

Hai Duong, Rok’s Suwon city explore deeper cooperation


Hai Duong: Authorities of northern Hai Duong province hosted a local reception on February 26 for a delegation from the Republic of Korea (RoK)’s Suwon city.

Vice Chairman of the provincial People’s Committee Nguyen Minh Hung highlighted the existing strong economic partnership between the two localities, noting that Hai Duong currently hosts 126 investment projects from the RoK, with a total registered capital of 1.4 billion USD. This makes the RoK the leading source of foreign investment in terms of project number and the third in capital value. These investments, primarily in electronics, electrical appliances, molds, logistics services and apparel, have created over 70,000 jobs in Hai Duong.

Beyond economic ties, Hung underlined their fruitful cooperation in recent years, spanning various areas such as friendly visits, culture, sports, tourism, education, sustainable development, and locality-to-locality cooperation.

Additionally, Hai Duong leaders proposed several avenues for further cooperation, incl
uding inviting Suwon city’s businesses to invest in the province, establishing a high-quality international hospital leveraging Hai Duong’s strategic location in the Red River Delta, supporting the training of skilled human resources, and nurturing table tennis and archery talents.

They also suggested Suwon city invite its art troupes to perform at the Con Son-Kiep Bac Spring Festival to promote Korean culture to local people and tourists.

In response, Vice Mayor of Suwon City Hwang In Guk expressed his commitment to deepening cooperation between the two sides across multiple sectors. He pledged to discuss with Suwon’s top leaders and departments to devise concrete plans for partnership with the Vietnamese province.

Leaders of both sides signed a Memorandum of Understanding on local cooperation for the 2024-2026 period. This MoU signifies their commitment to creating opportunities for youth and citizen exchange, promoting mutual understanding through cultural and sporting activities, and exploring potentia
l collaboration in various fields such as education, trade and sustainable development.

Vietnam – one of Asia’s fastest growing cinema markets: US news site

Hanoi: Deadline.com, a US premier news source covering the business of entertainment, including movies, television, online, digital and related areas, has described Vietnam as one of Asia’s fastest-growing cinema markets.

In an article entitled ‘How Vietnam Has Become One Of Asia’s Fastest Growing Markets With New Multiplexes, A Movie-Hungry Audience and Vibrant Local Film Biz’ published on February 23, Liz Shackleton wrote that some Vietnamese film-makers shared their views to draw a positive bright outlook for Vietnam’s film industry.

According to the article, although the previously state-run industry only opened its doors 10-15 years ago, box office was growing at a steady clip of 10% annually before the pandemic, overtaking Thailand, which has a much more developed and longer-established film industry.

The Lunar New Year is a key box office period in several Asian territories, but nowhere was it more hotly contested this year than in Vietnam, where several local, Japanese and Hollywood movies were s
lugging it over the week-long holidays (February 9-15), it said.

Tran Thanh’s Mai, a romantic drama that delves into the psychology of its female protagonist, was the clear winner – at the time of writing it was topping the box office with a haul of 400 billion VND (16.4 million USD). Produced by Tran Thanh Town and CJ HK Entertainment, a joint venture between the Republic of Korea’s CJ ENM and local outfit HKFilm, the film has the potential to break the record set by Tran Thanh’s own The House of No Man, released this time last year, which is Vietnam’s highest ever grossing film with 476 billion VND (19.4 million USD).

Last year, Vietnam’s box office reached 150 million USD, or around 90% of pre-pandemic levels, from a total of 1,100 screens. Not bad for a market that in 2010 only had 90 screens and annual revenue of less than 15 million USD.

The growth is due to a few factors, but one of the biggest is the multiplex building programmes undertaken by Korean exhibitors CJ CGV and Lotte Cinema, along with l
ocal studios Galaxy Cinema and BHD Star Cineplex, the site said.

Recently, Vietnam has also seen the emergence of hip new cinema chains, such as Beta Cinemas and Cinestar, which offer lower ticket prices aimed at students and middle-income cinema-goers.

Also driving the market is a lively local production sector that is experimenting with new genres and making a wider range of films – again an achievement considering that private companies were only allowed to start producing in the mid-2000s.

The RoK’s CJ ENM and Lotte are also active in financing and producing Vietnamese-language movies – CJ with films such as Mai and The House Of No Man and Lotte with titles including Le Van Kiet’s 2019 action film Furie and Victor Vu’s recent period drama The Last Wife.

‘It’s a very young audience – we estimate that up to 80% are under the age of 29,’ said CJ HK Distribution Supervisor Nguyen Tuan Linh.

‘So that age group is dictating the tastes of the market: Local romance, comedy and horror as well as movies from t
he RoK, Thailand and Indonesia.’

Justin Kim, CJ ENM’s Head of International Film Production, added that it’s also a demanding and unforgiving audience: ‘They’re very active on social media, especially TikTok and Instagram, and will react quickly if they think the quality of a movie is not so good.’/.

Ministry announces new national intangible cultural heritage

Hanoi: Minister of Culture, Sports and Tourism Nguyen Van Hung has issued decisions on the inclusion of traditional performing arts, festivals, scripts and crafts, among others, in the list of national intangible cultural heritage.

Among the newly-recognised heritages are Cheo (traditional Vietnamese opera) in the northern province of Phu Tho; Mo Muong, a job and also a performance practised at funerals, religious festivals, and life cycle rituals by the Muong ethnic group in the Central Highlands province of Dak Lak; the Cau mua (rain praying) festival of the Thai Trang (White Thai) ethnic community in Muong Sang commune, Moc Chau district, the northern mountainous province of Son La; the forest god worshipping (Yang Bre) of the Ma ethnic group in Gia Nghia city and Dak Glong district, the Central Highlands province of Dak Nong.

Others include the Cau Ngu (whale worship) festival in Cam Lam village, Xuan Lien commune, Nghi Xuan district, central Ha Tinh province; Pao Dung folk singing of the Dao ethnic gro
up in the northern mountainous province of Ha Giang; the Cau mua (praying for bumper crop) ritual of Pa Then people in Tan Lap commune, Bac Quang district, Ha Giang province; the boat racing festival in Tinh Long commune, Quang Ngai city in the central province of the same name; and the traditional Dom Long Neak Ta festival of the Khmer ethnic group in the Mekong Delta province of Tra Vinh.

Vinh Long, another Mekong Delta province, contributes two to the heritage list, namely Hat boi folk singing and the Van Thanh Temple festival.

In the northern mountainous province of Thai Nguyen, Hat vi, another genre of folk singing, of the Tay people in Dinh Hoa district, the art of sewing and embroidering costumes and Nom (ancient ideographic script) of the Dao people in Hop Tiep commune, Dong Hy district, are also recognised on this occasion.

Rice flour making in Tan Phu Dong commune and ward 2 in Sa Dec city, the Mekong Delta province of Dong Thap; tree bark hammock weaving in Cu Lao Cham, Tan Hiep commune, and bam
boo and coconut house making in Cam Thanh commune, both in Hoi An city, the central province of Quang Nam; the craft of weaving of the Thu Lao people in Si Ma Cai district, Lao Cai province; palm sugar making of the Khmer people in Tri Ton district and Tinh Bien town, An Giang province; brocade weaving of the Xtieng people in Binh Phuoc province; and Tuy Loan rice paper making in Hoa Phong commune, Hoa Vang district, Da Nang city, have also won the recognition.

Six new heritages are in Hanoi, which are the Thay Pagoda festival in the outskirts district of Quoc Oai, and other festivals in Dan Phuong, Phuc Tho, Gia Lam districts, along with Trach Xa tailoring in Hoa Xa commune, Ung Hoa district, and sticky rice cooking in Phu Thuong ward, Tay Ho district./.
