House of Representatives Faces Chaos Over Quorum Absence, Meeting Deferred

Bangkok: The House of Representatives found itself in disarray as protests erupted over the absence of a quorum, prompting Chalat Khamchuang, the Second Deputy Speaker, to adjourn the meeting and reschedule discussions for September 5.

According to Thai News Agency, the tumultuous session saw Pheu Thai Party members criticizing the Bhumjaithai Party for their absence in the chamber. They questioned whether the public had inquired about a quorum during the document signing. Meanwhile, representatives Wirote and Pakornwut expressed their willingness to wait for hours if necessary. Despite their protests, Chalat ultimately decided to close the meeting, leaving Nattawut to express his dissatisfaction over the delay.

Reporters observed that during the evening session, which was focused on the draft Act on the Reporting and Disclosure of Pollution Release and Transport Data (PRTR Act), the attendance was notably sparse, particularly from the Bhumjaithai Party. The session, concerning a bill proposed by Ms. Penchom Sae Tang and over 11,000 eligible voters, was in its first reading. Mr. Chalat, presiding over the meeting, struggled to establish a quorum, leading Mr. Wiroj Lakkhanaadisorn from the Prachachon Party to request more time for members to arrive.

Mr. Pakornwut Udompipatsakul emphasized that the special meeting had been long-awaited by the opposition to address bills submitted by MPs and the public sector. He noted that an agreement was made for all parties to ensure a quorum, stressing the importance of cooperation to pass at least three bills. Despite the agreement, he lamented the absence of members from various parties, urging the Speaker to disclose the names of those absent.

As the meeting progressed, Mr. Chalat continued to press the bell in an attempt to gather members. Mr. Wirot insisted on not adjourning the meeting, expressing readiness to wait for hours. On the other hand, Mr. Pakornwut requested a necessary break due to the law's significance. Mr. Akaradej Wongpitakroj opposed adjournment, citing previous interruptions and the dwindling attendance.

During the debate, Ms. Khattiya Sawatdiphon from the Pheu Thai Party called for either summoning the Bhumjaithai Party to vote or postponing it to September 5. Mr. Watcharapol Khaokham confirmed the Pheu Thai Party's quorum status but pointed out the absence of other parties.

Chutiphong Phiphobpinyo from the Prachachon Party highlighted the combined strength of Pheu Thai and Prachachon in forming a quorum. Mr. Chalat, acting as the chairman of the House Coordination Committee, clarified the special agenda set for September 3-5 and acknowledged the need to defer discussions to September 5.

Dr. Cholanat Srikaew expressed concerns over the missed opportunity to vote on the bill, suggesting a postponement to September 5 for committee approval. Mr. Wirote noted the quorum's increase and requested continued discussion to facilitate legislation beneficial to the public.

Ultimately, Mr. Chalat decided to postpone the meeting to September 5, citing the prolonged wait and the absence of several members. Despite protests from Mr. Pakornwut and other MPs, the meeting was officially adjourned by Mr. Chalat.
