Minister proposes special policies for medical staff

Minister of Home Affairs Pham Thi Thanh Tra on May 29 told legislators that her ministry is advising the Government and the Prime Minister on the salary reform roadmap, in which it stresses the need to use special policies and treatment for medical staff in general and those working at the grassroots level and in the preventive medicine sector in particular.

Speaking at a plenary discussion on the mobilisation, management and use of resources for the prevention and control of COVID-19; and the implementation of policies and laws on grassroots health and preventive medicine at the 15th National Assembly’s 5th session, Tra affirmed that success in COVID-19 prevention and control has played a very important and decisive role in the model of preventive medicine and grassroots health, and has been importantly contributed by medical staff involved in preventive medicine and at the grassroots health.

She affirmed that the Ministry of Home Affairs will coordinate with the Ministry of Health to review and advise the Government on a project to develop health human resources in the public sector to 2030 in a fundamental and specific way to ensure human resources in the public sector in the coming time.

It will comprehensively evaluate the organisational structure and human resources for preventive medicine and grassroots health to propose to the Government and the Prime Minister to build new or amend legal documents to ensure the stability of the apparatus.

In addition, the Ministry of Home Affairs will coordinate with the Ministry of Health and relevant ministries to perfect mechanisms and policies on salaries, preferential and specific allowances for medical staff in general and those involved in grassroots health and preventive medicine, which will be placed in the salary policy reform roadmap following Resolution No. 27-NQ/TW on salary policy reforms./.

Indonesia plans to install 200MW solar panel

Indonesian state utility Perusahaan Listrik Negara (PLN) seeks a 700-million USD investment to install a 200-megawatt (MW) solar panel that will replace diesel power generators in a bid to reduce carbon emission.

The plan is part of its target to reach net zero carbon emissions by 2060. PLN has planned to have 4.68 gigawatt (GW) of solar panels installed between 2021 and 2030.

The company’s director Evy Haryadi said on May 27 that the 200MW solar panel is the first phase of a longer term plan to replace 1GW of diesel power with solar power.

Earlier, a coalition of countries pledged 20 billion USD of public and private financing to help Indonesia transition to cleaner energy under the Just Energy Transition Partnership (JETP).

Indonesia aims to finalise a detailed plan for JETP fund allocation by August, according to the head of Indonesia’s JETP Secretariat Edo Mahendra, adding that PLN’s plan to shift from diesel power to renewables will be a pilot programme in JETP./.

Bali bans foreign tourists from using crypto for payment

The provincial government of Bali on May 28 warned tourists against paying for goods and services in cryptocurrencies on the popular resort island of Indonesia.

Speaking to local media at the Bali tourism development press conference, the island’s Governor Wayan Koster said that foreign tourists who behave inappropriately, do activities that are not allowed in their visa permit, use crypto as a means of payment, and violate other provisions will be dealt with firmly.

Strict actions range from deportation, administrative sanctions, criminal penalties, closure of business premises, and other tough sanctions, Koster added.

He reminded tourists that Indonesia’s law prohibits the use of currencies other than the rupiah as a means of payment, with punishments including jail term of up to a year and a fine of 200 million rupiah (13,360 USD).

Businesses which carry out illicit foreign exchange activities may also face jail terms and fines, he added.

The warning came after an investigation by Indonesia news outlet Kompas showed that a number of businesses in Seminyak, including restaurants, meditation studios and motorbike rental companies are accepting payment in crypto.

At the same press conference, the head of Bank Indonesia’s Bali Representative Office, Trisno Nugroho, said crypto assets are allowed as tradeable commodities on future exchanges, but banned as a form of payment./.

Seventh working day of 15th NA’s fifth session

The 15th National Assembly concluded the seventh working day of its fifth session on May 29, which was broadcast live on national television and radio channels and the legislature’s television channel.

Legislators looked into the mobilisation, management and use of resources for COVID-19 prevention and control; and the implementation of policies and laws on grassroots health and preventive medicine.

They shared the view that the work has received the attention of the Party, the State, localities and the entire society, and reaped significant outcomes, contributing to completing the dual goals of pandemic prevention and control, and socio-economic recovery and development.

The lawmakers, however, pointed to limitations in both law making and enforcement, as well as their causes, and stressed the need to take measures to fix them in the time ahead.

Besides, they agreed with the issuance of the NA’s resolution on the matters, and many gave opinions to specific contents of the document.

At the end of the discussion, Minister of Home Affairs Pham Thi Thanh Tra, Minister of Finance Ho Duc Phoc, and Minister of Health Dao Hong Lan further clarified some issues of deputies’ concern.

The legislators will continue with a plenary session on May 30 to listen to a report on the draft revised Law on Electronic Transactions, and scrutinise investment plans for two projects.

In the afternoon, they will opine on a proposal and verification report on a draft revised resolution on conducting votes of confidence on officials elected or approved by the NA or People’s Councils, and then discussed in groups the draft resolution, along with another on piloting some specific mechanisms and policies for development in Ho Chi Minh City./.

Vietnamese, Cambodian front organisations forge cooperation

A delegation of the Vietnam Fatherland Front (VFF) Central Committee held talks with representatives from the National Council of the Solidarity Front for the Development of Cambodian Motherland in Hanoi on May 29.

At the talks, Vice President and Secretary General of the VFF Central Committee Nguyen Thi Thu Ha affirmed the fruitful relations between the two sides, with the signing of cooperation documents.

The two sides briefed each other on operations of their front organisations, and compared notes on cooperation orientations and contents in the time ahead.

Nhem Valy, Permanent Vice Chairman and Secretary General of the National Council of the Solidarity for the Development of Cambodian Motherland, held that the talks will help the two front organisations better understand each other, thus helping deepen the friendship and solidarity between Vietnam and Cambodia.

The official noted his hope that following the sixth international conference on building a shared border of peace, friendship and cooperation for development between Vietnam and Cambodia, which was held in Vietnam’s Mekong Delta province of An Giang last year, the 10 provinces that share the border line will continue completing the signing of a memorandum of understanding (MoU) on cooperation between their fronts. Cambodia, Laos and Vietnam should also further realise the MoU on tripartite cooperation they inked in 2020, he suggested.

The two sides agreed that the fifth meeting of presidents of the front organisations of Cambodia, Laos and Vietnam will be convened in Laos.

Ha called on the Cambodian side and relevant agencies to continue supporting Vietnamese people in the neighbouring country, while facilitating the operations of Vietnamese investors and businesses there.

Vietnam will further create favourable conditions for Cambodian citizens and students to live and work in the country, she pledged.

On the same day, the Cambodian front delegation was received by Secretary of the Party Central Committee and President of the VFF Central Committee Do Van Chien.

Nhem Valy informed the host of some key features of Cambodia’s socio-economic development situation, and expressed his hope that the traditional friendship and comprehensive cooperation between the two countries will always be preserved and promoted by their people.

Chien affirmed that the VFF Central Committee will implement contents committed by the two sides in the coming time, with focus on successfully organising a conference of Presidents of the front organisations of Cambodia, Laos and Vietnam in Laos.

He said that the front organisations of Vietnam and Cambodia should better communication work and encourage the two countries’ people to always keep in mind the period during which the two sides assisted each other to build up their solidarity and friendship.

Chien also showed his hope that the National Council of the Solidarity Front for the Development of Cambodia Motherland and Cambodian authorities will continue to support and find solutions to remove difficulties and create favourable conditions for Cambodians of Vietnamese origin, thus contributing to further consolidating and strengthening the solidarity, traditional friendship and fine cooperation between Vietnam and Cambodia in general and between the two front organisations in particular./.

Indonesia, Singapore cooperate in stepping up aviation services post COVID-19

Garuda Indonesia, the national flag carrier of Indonesia, and Singapore Airlines plan to enter into a joint venture (JV) to increase passenger capacity between the two countries as post-COVID tourism in Southeast Asia ramps up.

The proposed JV would allow the carriers to potentially synchronise schedules, improving passengers’ connectivity and convenience, and explore new initiatives, including joint fare products and an alignment of corporate programmes, Indonesian Vice Minister of State-Owned Enterprises Kartika Wirjoatmodjo said on May 29.

The plan will cover routes between Singapore and Denpasar, Jakarta, and Surabaya, and deepen the existing cooperation between the two carriers./.

Vietnam, Laos promote technological cooperation, technology transfer

Deputy Prime Minister Tran Hong Ha received visiting Lao Minister of Technology and Communications Boviengkham Vongdara in Hanoi on May 29.

Welcoming agreements signed between the Vietnam Academy of Science and Technology (VAST) and the Lao Ministry of Technology and Communications, Ha expressed his wish that the two sides will actively promote cooperation and technology transfer so that Vietnam and Laos can jointly implement digital and green transformation as soon as possible.

With its potential for renewables such as hydroelectricity, wind power and solar power, Laos can become a centre of clean energy, he stated, adding that this is one of the factors that determine the level of attraction for investors in the future.

Regarding digital transformation, the Deputy PM appreciated the results that the information and communications technology (ICT) industry of Laos has achieved, with the active and effective support of Vietnam’s Viettel Military Industry and Telecoms Group (Viettel).

He showed his belief that in the coming time, Laos will form an effective ICT system helping people benefit from the digital government and digital economy, replacing the development model based on natural resources which are becoming exhausted. From experiences it has in Vietnam, the Lao ministry needs to “order” the Viettel Group to achieve bigger goals in digital transformation and digital society promotion.

In terms of human resources training and development, Ha asked the Lao Ministry of Technology and Communications to identify specific needs and coordinate with the VAST to develop a Government-level project to create a solid foundation for cooperation and accompany Vietnam on the path of innovation.

Boviengkham said that this visit is to promote the signing of a Memorandum of Understanding on cooperation with the VAST on forecasting and warning of natural disasters and tsunami; research and technology training related to the fourth Industrial Revolution; and on building a national centre for cloud computing/Big Data and application.

According to the minister, the Lao ministry has a close cooperative relationship with the Ministry of Information and Communications and the Ministry of Science and Technology and other ministries of Vietnam, thus contributing to strengthening and cultivating the great friendship, special solidarity and comprehensive cooperation between the two countries./.
