JFHMM G20 affirms commitment to strengthen global health architecture

The 2nd Joint Finance and Health Ministers’ Meeting (JFHMM) led by Minister of Finance Sri Mulyani Indrawati and Minister of Health Budi Gunadi Sadikin, and held under the Indonesian G20 Presidency in Bali on Saturday, affirmed commitment to strengthen global health architecture.

Ministers of finance and health ministers of G20 member countries, invitees, and international organizations discussed and requested updates on the progress of the Financial Intermediary Fund for Pandemic Preparedness, Prevention and Response (the ‘Pandemic Fund’); and  on development of coordination arrangements between Finance and Health for pandemic Preparedness, Prevention, and Response (PPR).

“We discussed how best to take forward the work on Finance and Health coordination arrangements, including whether to expand the scope of the Finance-Health Task Force to a three-year time horizon and what its key objectives should be for 2023,” Mulyani said in a press statement issued on Sunday.

Strengthening the Global Health Architecture is a crucial priority for the Indonesian G20 Presidency.

It is urgently needed to ensure that national, regional, and global health systems can anticipate future pandemics better.

In that Meeting, the Ministers of Finance and Health listened to an update on the development of the Pandemic Fund by the co-chairs of the Governing Board, Chatib Basri from Indonesia, and Health Minister of Rwanda Daniel Ngamije.

In addition, they provided strategic guidance for the Pandemic Fund’s funding priorities.

Gunadi also mentioned the pandemic fund will provide financing for pandemic PPR capacity by addressing gaps according to International Health Regulation standards.

“The cooperation between the G20 finance and health today, I believe, has served this purpose indeed— the cooperation that brings us from crisis to peace, from trauma to triumph, from calamity to recovery, from sickness and poverty to wellness and prosperity,” Gunadi said.

In 2023, the Task Force will continue to be co-chaired by Indonesia and Italy, representing developing and developed economic perspectives, and will continue to leverage expertise and synergize with WHO, International Financial Institutions, and other relevant organizations, with support from India as the G20 Presidency in 2023.

Fathers have essential role in supporting children’s growth: Ministry

The Coordinating Ministry for Human Development and Culture emphasized that fathers have an essential role in becoming role models for their children and supporting children’s growth.

“National Father’s Day which is commemorated every November 12 has reminded the importance of fathers’ role in supporting the growth of children,” the ministry’s Acting Deputy for the Improvement of Education Quality and Religious Moderation Aris Darmansyah Edisaputra said on Saturday.

He explained that fathers are role models for their family members.

“For that reason, the role of fathers is very significant, including in building children’s characters and supporting religious education for children so that their children can grow as excellent and quality generation,” he said.

Edisaputra noted that National Father’s Day is the right momentum to improve the role of fathers, especially in supporting their children’s education.

“For example, fathers can take the time to assist their children when doing homework,” he said.

He also highlighted that families play key roles in building children’s characters.

“Therefore, the role of fathers and mothers are significant in supporting the realization of a quality golden generation,” he remarked.

Academician from Jenderal Soedirman University Wisnu Widjanarko stated that fathers have a significant role as role models in health protocol implementation for their family members to prevent the spread of COVID-19.

In addition, fathers also have a role in giving emotional support to their children in facing the current situation, he added.

“During the pandemic, fathers have a role in inspiring their families to maintain health protocols and giving emotional support to children so that they are not anxious and tired in facing the current situation,” he explained.

Widjanarko, who is a lecturer for Family Communication and Communication Psychology, added that the way fathers can do as role models is to spend time interacting and exchanging stories with their families, including discussing the importance of health protocols.

Developing countries strive for downstream rights: President Widodo

President Joko Widodo said that developing countries strive for the right to pursue downstreaming of raw natural resources in order to achieve added value and adequate profits.

“Do developing countries get adequate profits from raw material exports?   The answer is no. Thus, developing countries continue to fight for downstream rights,” the president said at the 2nd ASEAN Global Dialogue: Post COVID-19 Comprehensive Recovery, in Phnom Penh, Cambodia, on Sunday, as quoted in a statement issued by the Press, Media and Information Bureau of the Presidential Secretariat.

World trade must be regulated by considering the development rights of developing countries, he opined. He also pointed out at difficulties impeding developing countries when they want to pursue downstreaming.

The development right of developing countries is one of the three main focuses conveyed by Jokowi to ASEAN to face regional economic challenges.

“Although the average economic growth projection is still positive, in the future, the regional economic challenges will be even more severe, moreover with the threat of a recession. Thus, I want to focus on three things,” Jokowi said.

Another focus is the improvement of ASEAN member countries’ fiscal situation. He said that fiscal opportunity must be made to establish financial stability.

Additionally, spending efficiency and budget allocation for crisis mitigation programs, including safety nets for the poor, must be prioritized, he noted.

“Support in sectors which have an impact on the regional economy must also be prioritized. ADB (Asian Development Bank) has identified them, such as tourism, agro-processing, and textiles. These sectors are vital because they involve MSMEs, which represent 90 percent of the ASEAN business sector,” he said.

The third focus is improvement of international financial support. President Jokowi emphasized the crucial role of international financial institutions in addressing the crisis and suppressing the impact it caused through flexible financial instruments.

“There are instruments (meant for) emergencies, so they can be used immediately during a crisis, and more importantly, there needs to be instruments that function to prevent crises. This support is important for ASEAN to anticipate the worsening of the crisis in the future, one of which is by improving financial infrastructure in the region, including financial policy synergies,” he noted.

At the end of his remarks, he once again stressed  the importance of extensive collaboration to deal with the current crisis.

Brimob personnel sent to C Papua’s Dogiyal to reinforce security

Two platoons of the Indonesian Police’s Mobile Brigade (Brimob) personnel have been deployed to Dogiyal, Central Papua, to reinforce security personnel following a riot, police said.

“Two platoons of Brimob (personnel) have departed from Nabire to reinforce security personnel in Dogiyal,” Chief of the Dogiyal District Police Commissioner Samuel Tariratu said on Sunday.

The riot occurred after a truck hit a five-year-old child, causing an angry mob to set two trucks on fire, he said while on his way to Dogiya.

The mob also set blaze to 82 homes and six offices including, the employment agency (BKD), regional inspectorate office, population and civil registration office, environment office and finance office.

The riot also prompted local residents to take refuge at the district police office and district military command station in Dogiyal, he said.

Taritatu confirmed a report of people going missing following the riot.

“Security personnel are still trying to find the whereabouts of the people who have reportedly not returned to their family,” he said.

An angry mob set fire to a truck believed to have hit a five-year child in Kebo. village, Kamu sub-district, Dogiyal district, Central Papua, on Saturday (November 12, 2022).

The child was killed in the accident.

Soldier wounded when patrolling in C Papua’s

An armed criminal group in Papua on Sunday afternoon attacked patrol military soldiers, leaving one of them injured.

“It is true there has been a report of armed criminal group attacking security personnel in Yenggerno villagek, Gome Sub-district, Punca district, Central Papua. It is also true there has been a report of a military member sustaining gunshot wounds and he has been evacuated to the Puskesmas) public health service post in Iaga, Chief of the District Military Command 173/VPB Brigadier General Sri Widodo said on Sunday.

The military member identified as Chief Sergeant Iskan Dwi Wardana is suffering gunshot wounds on his right thigh. He is conscious and will be taken to Timika for treatment soon, he said.

“The Indonesian Army soldier has received the first aid at the public health service post (Puskesmas) in Ilaga,” he said.

Asked which armed group attacked the patrol soldiers, he said he is still waiting a complete report from Ilaga.

“We will announce it if it has been complete.” he said.

Media Center of G20 Summit thoroughly prepared: Moeldoko

Chief of Presidential Staff Moeldoko has said that the Media Center of the G20 Summit  has been well-prepared and able to facilitate journalists in reporting the G20 Summit smoothly.

“I’ve spoken with fellows from the editorial team. I have also seen the journalists’ rooms, yes, everything is well prepared. It is in a 100 percent (condition),” he commented during his review of the Media Center of the G20 Summit, at the Bali International Convention Center, here on Sunday.

He said that preparations for the Media Center had been conducted for a long time. In every meeting opportunity, Moeldoko admitted that he always pushed for support for media coverage.

He said that with the support of the Media Center , all discussions in the G20 such as the Sherpa Track or the Finance Track would be recorded well by the reporters.

The Media Center has followed a standard of operation that covers the contents and every stakeholder of the media such as reporters, editors, and broadcasters, he said.

On a separate occasion,  Communication  and Informatics Minister Johnny G Plate urged for the officers to ensure that the Iinternet network used by the media crew is functioning optimally with no issues.

He made the appeal while reviewing the Media Center of the G20 Summit.

He reminded them to do their best so there would be no complaints from journalists about the Internet connection, so that journalists could work well in reporting the events leading up to G20 Summit.

Thousands of journalists from many media, both local and international, are participating in the G20 Summit. In addition to providing a booth for each registered media, the G20 Summit Committee also provides a journalist’s room in the Bali International Convention Center, which is equipped with desks, computers, Internet, connection and electricity network support.

The 17th G20 Summit under the Indonesian Presidency is to take place in Nusa Dua, Bali Province, from Nov 15 to 16, 2022.

Bappenas encourages investors to use blended finance to achieve SDGs

Deputy for Economy at the National Development Planning Ministry/National Development Planning Agency (Bappenas) Amalia Adininggar Widyasanti encouraged investors to use a blended finance scheme in contributing to the achievement of sustainable development goals (SDGs).

Blended finance is an optimal financing scheme that combines several sources of funding or financing in one project such as from the budget of the government, the private sector, and donors.

“Indonesia’s commitment is to increase efforts for innovative financing such as blended finance as a source of funding to achieve the SDGs,” she said at the Tri Hita Karana (THK) Blended Finance of Indonesia’s G20 Presidency in Nusa Dua, Bali Province, on Sunday.

Blended finance is needed because the Organisation for Economic Co-operation and Development’s Global Outlook on Financing for Sustainable Development 2021 study estimated that the SDGs financing gap would increase by 70 percent from US$2.5 trillion to US$4.2 trillion.

To this end, Widyasanti ensured that the Indonesian government would continue cooperating with all stakeholders, including international organizations, multilateral development banks, philanthropic organizations, and investors.

This effort is made to achieve the Decade of Action towards 2030 which is in line with the inclusive principle of SDGs.

Indonesia itself has become one of the pioneer countries by developing the Integrated National Financing Framework (INFF) which encourages the use of blended finance to achieve SDGs.

Blended finance is also optimized through SDG Financing Hub, which aims to synchronize financial and non-financial resources for investment in line with the SDGs program.

The blended finance mechanism should be called a public-private partnership because it opens up more economic potential in any country.

In this case, she assessed that private parties could bring industry-specific expertise and resources to help achieve sustainable impact at a more significant speed and scale.

Apart from that, government partners should also bring capital to the program, which later, the private sector can get greater social or environmental benefits from the investment.

Indonesia’s internet connectivity develops much better: Minister

Communication and Informatics Minister Johnny G Plate noted that Internet connectivity in Indonesia is much better, as shown by increase in Indonesia’s position in the 2022 e-Government survey.

“Our Internet is now much better than past years, one of the parameter is in terms of the e-Government index,” he said on the sidelines of the opening of the Digital Transformation Expo technology exhibition at the Nusa Dua Convention Center, here on Sunday.

He mentioned that Indonesia’s e-government index had increased by 11 levels in the last two years.

Based on the 2022 e-Government Survey, the UN places Indonesia at 77th place for performance in the development and implementation of an Electronic-Based Government System (SPBE).

Thus Indonesia’s position move up by 11 ranks from its 2020 position at 88th rank.

The data was quoted from the official website of the Administrative and Bureaucratic Reform Ministry.

The minister opined that the increase in Indonesia’s rating was inseparable from the distribution of digital or telecommunications infrastructure which ever expanded all across the country.

This was in accordance with President Joko Widodo’s commitment to develop telecommunications infrastructure in underdeveloped, frontier, and outermost areas, he stated.

“And this is not an easy (thing). Of course, collaboration, cooperation from (everyone) is required, both from the government and the public, and the ecosystem must work together,” he noted.

Plate had said that G20 members –Indonesia included– were committed to building upstream level information and communication technology infrastructure throughout the region.

“The Indonesian government and G20 members will continue to develop, or at least prepare policies to pursue upstream ICT infrastructure throughout their respective countries, including Indonesia,” he stated in Jakarta on October 7.

Among infrastructure development which had been done by Indonesia were installation of main fiber optic network, construction of base transceiver station (BTS) towers, and satellite capacity provision.

Indonesia also plans to launch two high-throughput satellites next year, setting them to orbit.

“We keep on building BTS in all regions so that at the same time internet usage in Indonesia grows,” he concluded.
