Ministry to underline key points of energy transition at G20

The Ministry of Energy and Mineral Resources will elaborate the main focus for energy transition, from energy security to technology, in the discussion and cooperation forum of the G20 Summit.

Head of the Communication, Public Information, and Cooperation Bureau at the Ministry of Energy and Mineral Resources Agung Pribadi said Indonesia is prioritizing three main issues for its G20 Presidency—transition to sustainable energy, global health system, and economic and digital transformation.

“The Energy Transitions Working Group (ETWG) is focusing on energy security, access, and efficiency, as well as the transition to low-carbon energy systems, including investment and innovation in cleaner and more efficient technologies,” he informed here on Tuesday.

Indonesia has divided the G20 issue discussions between two tracks—the Sherpa Track and Financial Track, he said.

The Sherpa Track addresses non-financial economic issues such as energy, infrastructure development, tourism, digital economy, education, labor, agriculture, trade, investment, industry, health, anti-corruption, environment, and climate change, he explained.

Meanwhile, the Financial Track prioritizes six issues related to the economy, which are exit policy for post-pandemic global economic recovery, the impact of COVID-19 on the real sector, digital payment systems, sustainable finance, financial inclusion, and international taxation, he added.

The Indonesian government has appointed Coordinating Minister for Economic Affairs, Airlangga Hartarto, as the spokesperson for the Sherpa Track. Meanwhile, Foreign Affairs Minister Retno Marsudi is co-chairing as the vice spokesperson.

Then, Finance Minister Sri Mulyani Indrawati and Bank Indonesia Governor Perry Warjiyo have been appointed as spokespersons for the Finance Track.

Minister of Communication and Informatics, Johnny G. Plate, has been designated the G20 general spokesperson. Meanwhile, chief of the Presidential Staff (KSP) Office, Moeldoko, has been tasked with communicating special issues related to the President’s policy.

India attends informal WTO meet to take stock of negotiations

Trade Ministers from 28 countries, including India, the US, Australia, China, South Africa, Russia, and the UK, participated in an informal WTO Ministerial gathering virtually hosted by Switzerland to discuss ways to move the multilateral trade talks ahead amidst the Covid-19 pandemic, Trend reports citing Business Line.

The participants, which included Commerce & Industry Minister Piyush Goyal, also discussed the importance of ending vaccine inequity and moving forward in areas where negotiations were at an advanced stage.

The areas where substantial talks have already taken place at the WTO include fisheries subsidies, agriculture, and finding appropriate responses to the pandemic that takes into account the proposal by India and South Africa to temporarily waive certain intellectual property norms for smooth supply of Covid-19 vaccines and medical products.

WTO Director-General Ngozi Okonjo Iweala pointed out that while the desire to hold an in-person WTO Ministerial Conference (MC12) was widely shared, the changing epidemiological conditions made it difficult to set a date at this time. “This does not rule out reassessing and fixing a date at a more propitious time since there was clearly a desire on the part of members to schedule a physical ministerial at some point,” she said.

The WTO Secretariat was preparing for all possible scenarios for holding a meeting: short, medium, and long-term, the DG said. However, it was more important for Ministers to focus on delivering results that would benefit people around the world, she said. The MC12, scheduled late last year, had to be postponed because of the outbreak of the highly contagious Omicron variant of the Covid-19 virus.

Other members which participated in the meeting included Brazil, Chile, Cameroon (coordinator of the Africa group), Canada, the EU, Costa Rica, Indonesia, Jamaica (Coordinator of ACP Group), Japan, Kazakhstan, Korea, Singapore, New Zealand, Saudi Arabia and Mexico.

The Director-General pointed out the key sticking points on the WTO’s response to the pandemic, fisheries subsidies, and agriculture, and also made a case for moving ahead with WTO reform, including dispute settlement, per a statement by the WTO. The informal gathering of the Trade Ministers is traditionally hosted by the Swiss government in Davos but was held virtually this year in line with the World Economic Forum’s decision to cancel its in-person annual meeting.

Indonesia Singapore prioritize public safety in solving Myanmar crisis

Indonesian President Joko Widodo (Jokowi) and Singaporean Prime Minister Lee Hsien Loong agreed that all stakeholders must prioritize the safety and welfare of people of Myanmar in solving the country’s issues.

“Hence, the disbursal of humanitarian assistance should be encouraged and provided without discrimination,” the Indonesian president remarked after attending the Indonesia-Singapore Leaders’ Retreat in Bintan District, Riau Islands Province, on Tuesday.

Jokowi noted that both government heads were highly concerned about developments in the situation in Myanmar.

“Both Indonesia and Singapore see the importance of the implementation of ASEAN’s Five-Point Consensus on Myanmar. It is an ASEAN high-level decision that must be respected by all parties,” he stated.

In addition to Myanmar’s issue, President Jokowi and Prime Minister Lee discussed other regional issues.

“We also assess that strengthening ASEAN’s unity, working methods, and institutions is important to prepare the bloc to face various challenges in future,” Jokowi stated.

Earlier, he had also emphasized the importance of implementing the consensus during a call with Cambodian Prime Minister Hun Sen.

ASEAN’s Five-Point Consensus on handling the Myanmar crisis had been agreed at the ASEAN Leaders Meeting (ALM) in Jakarta on April 24, 2021.

It includes a call for an immediate end to violence in Myanmar and full restraint from all parties.

Furthermore, it advocates constructive dialog among all related parties for seeking a peaceful solution in keeping with the best interests of the Myanmar people.

The consensus also mandates the special envoy of the ASEAN chairman to facilitate the mediation of a dialog with assistance of the ASEAN Secretary General.

As per the consensus, the regional organization will provide humanitarian assistance through the AHA Centre, and the ASEAN special envoy and delegation shall visit Myanmar to meet all relevant parties.

Meanwhile, at the Indonesia-Singapore Leaders’ Retreat, the two countries also agreed on several agreements regarding extradition, Flight Information Region (FIR), and defense cooperation establishment.

Will develop policy recommendations based on G20 priority issues: V20

The 2022 Values 20 (V20) will develop policy recommendations according to the priorities set by Indonesia’s G20 Presidency, Co-Sherpa of 2022 V20, Makarim Wibisono, said in a statement issued here on Tuesday.

V20 is a global community of experts and practitioners who are interested in the values practiced by the society and who provide inputs to the Group of Twenty (G20) for strengthening multilateral policymaking, he added.

“V20 uses a sustainability compass model approach to balance the perspective on nature, economy, well-being, and society aspects,” the 2022 V20 Co-Sherpa said.

The global expert community will also propose a set of values for the G20 community based on the strategic priorities of the 2022 G20, as well as the G20 declarations during the past five years, he informed.

Themed ‘Values at the Center,’ the V20 2022 Summit in October 2022 will feature cultural events that will disseminate the key messages of the event and invite direct feedback through public engagement.

“We will attempt to deepen the understanding of values in public policy with data-based and human-centered policy solutions to overcome global challenges in line with the theme of Indonesia’s 2022 G20 Presidency of ‘Recover Together, Recover Stronger,’” V20 founding group member Ghazi Binzagr remarked.

Meanwhile, another V20 founding group member, Mandeep Rai, said that the global community intends to show the important role of values for achieving the G20 policy goals and realizing the United Nations’ 2030 Agenda for Sustainable Development.

“We believe that we can substantially increase the coherence, effectiveness, and longevity of a policy by increasing awareness of the systemic role of value as well as the reason and how value emerges from processes, institutions, and structures,” she explained.

Meanwhile, V20 2022 Co-Sherpa Alissa Wahid emphasized the importance of public awareness of the significance of practiced values and culture.

“Understanding the values can become an important reflection medium for us as one nation. Moreover, there are values in the high level of entropy in our society, which hinder our social progress. Hence, we need to implement social engineering to optimally utilize the demographic bonus opportunity in 2045,” she stated.

Pertamina’s performance in Rokan Block proves its capability: expert

State-owned oil and gas giant Pertamina has successfully demonstrated its capability for operating the Rokan Block, Riau, which it acquired last year, with the block currently contributing 25 percent to the national oil output, an expert has said.

“We need to laud this achievement because it proves Pertamina’s capability, including on the production strategy aspect, as equal to the previous Rokan Block operator, Chevron. The production expansion and oil well recovery strategies have shown a good outcome,” Research Data Indonesia Head Herry Gunawan stated in Jakarta on Tuesday.

Oil company Pertamina’s success in Rokan Block, which is currently being operated by its subsidiary PT Pertamina Hulu Rokan, brings new hope for Indonesia’s economy and to efforts towards achieving national trade balance, the expert added.

“Pertamina’s success in Rokan Block is important amidst the current oil deficit. Production at Rokan Block could also relieve the burden to maintain our balance of trade,” Gunawan remarked.

The high oil production in Rokan Block implies the potential for increasing state revenue through taxation and profit-sharing schemes, he added.

The expert also highlighted that Rokan Block will be key for achieving the national production target of one million barrels of oil per day by 2030.

Besides being advantageous for the national economy, the positive performance will also augment Pertamina’s corporate performance and open new jobs for the people, he said.

“That is why strategic measures taken by Pertamina in the largest oil block in Indonesia must be supported by all,” Gunawan added.

Earlier, House of Representatives (DPR RI) Commission VII legislator Dyah Roro Esti also lauded Pertamina’s positive performance as essential to achieving the 2030 production target.

The legislator expressed the hope that other gas and oil companies operating in Indonesia would be motivated by Pertamina’s performance.

Cambodia PM Says Myanmar Junta Welcome at ASEAN If Progress Made

PHNOM PENH — Cambodian Prime Minister Hun Sen on Tuesday confirmed he had invited Myanmar’s junta chief to a summit of the Association of Southeast Asian Nations (ASEAN), on the condition he makes progress on a peace plan he agreed to last year.

Hun Sen, the ASEAN chair, said he would talk to military chief Min Aung Hlaing by video on Wednesday, noting that since their Jan. 7 meeting in Myanmar, ousted leader Aung San Suu Kyi had been sentenced to four years’ detention and military aircraft had been deployed in operations.

Min Aung Hlaing led a coup in Myanmar last year and ASEAN made a surprise move in barring his junta from key meetings over its failure to honor a five-point ASEAN “consensus” that included ceasing hostilities and allowing dialog.

“He (Hun Sen) said that he had invited HE (His Excellency) Min Aung Hlaing to attend the ASEAN summit if there was progress in the implementation of the five points agreed unanimously,” said a statement on Hun Sen’s Facebook page, summarizing a call with Malaysian Prime Minister Ismail Sabri Yaakob.

“But if not, he must send a non-political representative to ASEAN meetings.”

As new chair of ASEAN, Cambodia has indicated it wants to engage not isolate the junta, but Hun Sen has been pressed by several ASEAN leaders, including those of Malaysia, Indonesia and Singapore, not to give way on the agreement, which is backed by the United Nations and United States.

The overthrow of Suu Kyi’s elected government in Myanmar has been a setback for ASEAN and its efforts to present itself as a credible and integrated bloc.

Hun Sen’s Myanmar visit caused concern within the group that it could suggest ASEAN recognition of the generals, who have overseen a bloody crackdown on pro-democracy forces.

Fissures have been exposed over the Myanmar issue and Hun Sen last week took a swipe at Malaysia’s foreign minister, calling him arrogant for voicing concern about him meeting the junta chief.

The ASEAN consensus includes halting offensives and granting full access to a special ASEAN envoy to all parties in the conflict.

Malaysian leader Ismail Sabri told Hun Sen there was an urgent need to de-escalate the Myanmar situation and release Suu Kyi and all political prisoners, according to a foreign ministry statement.

Villagers should tighten implementation of health protocols

Minister of Villages, Development of Disadvantaged Regions, and Transmigration Abdul Halim Iskandar urged villagers to tighten the implementation of health protocols to prevent exposure to the Omicron variant of COVID-19.

In a written statement on Tuesday, the minister called for consistent implementation of health protocols and stringent monitoring of visitors.

“The village task force and village government should monitor visiting and departing residents,” he elaborated.

Omicron was detected through local transmission in Jakarta and Surabaya, and precautionary measures should be taken against its potential spread in villages, he noted.

Iskandar invited all elements of villages to intensify the Micro Public Activity Restriction (PPKM) by implementing stringent health protocols and optimizing the function of COVID-19 Response Village Volunteers in the villages.

The minister has projected the number of COVID-19 cases due to the Omicron variant to peak in mid-February or the start of March in 2022.

Villagers are requested to remain calm, to not panic, and always be wary.

The government has readied several mitigatory steps, such as expediting administration of the booster vaccine, tightening health protocols, and only allowing fully vaccinated people to access public spaces.

“For this, I expect the Pedulilindungi application to be used in villages with tourism destinations due to the high mobility rate,” Iskandar remarked.

“I believe that through synergy in villages and intensive coordination, COVID-19 prevention and mitigation in villages in 2022 can proceed well,” he stated.

The ministry will continue to push for expediting vaccination in villages, he noted.

He also expects creative innovations in villages to expedite the administration of the complete vaccination dosage in accordance with the set target.

President reviews mass vaccinations in Bintan, Riau Islands

President Joko Widodo (Jokowi) reviewed the implementation of COVID-19 booster vaccinations for the elderly and second dose vaccinations for children in Bintan District, Riau Islands Province, on Tuesday.

“We hope that the second dose and booster vaccinations can protect us from the transmission of the Delta and Omicron variant of COVID-19,” he said, according to a statement issued by the Presidential Secretariat.

Apart from Bintan District, mass vaccination programs have also been carried out in a number of regions in the province, including Lingga District, Karimun District, Batam City, Natuna District, Anambas Islands District, and Tanjungpinang City, he noted.

He then lauded the high vaccination coverage in Riau Islands Province.

“We expect that everyone will be protected from COVID-19 after getting vaccinated,” he remarked.

In addition to conducting a direct vaccination review in Bintan District, he also interacted with vaccination participants in Natuna District and Karimun District via video conferencing.

During the virtual dialogue, Widodo reiterated that although vaccination coverage has been quite high, it must continue to be expedited by involving various parties.

“I ask the District Military Command and the Resort Police to assist in accelerating the vaccination program, thus all people can be safe from COVID-19 immediately,” he emphasized.

Cabinet Secretary Pramono Anung, Riau Islands Governor Ansar Ahmad, and acting head of Bintan district, Roby Kurniawan, accompanied Widodo during the visit.

According to Health Ministry’s vaccination dashboard, as of January 25, 2022, the first dose vaccination coverage among the general public, elderly, and medical workers in Riau Islands has reached 96.32 percent, while the second dose coverage has reached 79.83 percent of the target.

Meanwhile, the first dose and second vaccine doses have been administered to 174,178 and 35,280 children, respectively.
