Ceasefire Must Be Genuine, Avoid Civilian Harm, Says Jirayu

Bangkok: "Jirayu" points out that a ceasefire should be sincere and not harm civilian targets. "Jirayu" confirms that Thailand is ready after the ASEAN chairman's negotiations, but found that Cambodia has reinforced its troops and fired along the northern to southern borders to Chanthaburi - Trat, causing the declaration of martial law. He pointed out that the ceasefire should be sincere and not harm civilian targets.

According to Thai News Agency, Mr. Jirayu Huangsap, spokesman of the Prime Minister's Office, the Committee of the Special Operations Center for the Administration of the Situation on the Thai-Cambodian Border (SOC) revealed that in the case of Mr. Hun Manet, Prime Minister of Cambodia, choosing to use Facebook to accuse Thailand with the message "I have agreed to a ceasefire with ASEAN Chairman "Anwar" on 24 July 68 at midnight, but "Phumtham", the Thai representative, changed his mind, rejected the agreement, waiting to talk again indefinitely! I would like to inform you that in the phone conversation between Mr. Anwar Ibrahim, ASEAN Chairman, it was a phone conversation between Mr. Phumtham Vejjayachai, Deputy Prime Minister and Acting Prime Minister, only one-on-one. Mr. Hun Manet, Prime Minister of Cambodia, did not join the 3-way meeting at all.

Mr. Chirayu stated that the content of the discussion was a proposal to cease fire at 24.00 hrs., which Mr. Phumtham had accepted the proposal for consideration, requesting to inspect the situation on the Thai-Cambodian border in all 7 provinces. After that, the Thai government's security sector reported that the Cambodian army showed no sign of reducing the confrontation, but had only reinforced its forces into all 7 Thai-Cambodian border provinces and was still mobilizing to shoot artillery and multi-barrel rockets into civilian areas continuously. The acting Prime Minister then called back to explain to the ASEAN Chair again that the Cambodian army was still a threat to Thailand.

Mr. Jirayu continued that the problem was because Cambodia's stance had not stopped reinforcing its forces and bombarding civilian areas inhumanely, which was a war crime. It was found that the Cambodian army had continuously mobilized forces to approach the border from the north in Ubon Ratchathani Province to the south in Trat Province, and there were reports that it was a serious threat to Thailand's sovereignty, so martial law had been declared in the two provinces.

As for Cambodian Prime Minister Hun Manet using social media on Facebook to post accusing Thailand of not accepting the agreement, that is untrue information.

Mr. Chirayu said that the Thai government would like to thank the ASEAN Chairman, Mr. Anwar Ibrahim, for the ceasefire proposal and is ready to consider it. However, it was found that the Cambodian side continued to attack Thailand throughout the day without selecting targets and was also found to have continued to attack civilian targets. Therefore, any ceasefire must have appropriate conditions and be consistent with the situation in the area. The Thai side must take care of the safety of the people. At present, the actions of the Cambodian side continue to show insincerity and continue to put Thai people in danger. The government has a duty to protect the sovereignty of the nation and the people to the end.
