Varawut Stresses Urgency of Constitutional Amendment but Warns Against Skipping Steps.

Bangkok: Warawut Silpa-archa, Minister of Social Development and Human Security and leader of the Chartthaipattana Party, has emphasized the importance of amending the constitution as a pressing issue for the current government. He advocates for the establishment of a Constituent Assembly as a crucial step in the process, suggesting that a careful and methodical approach is necessary to ensure the success of constitutional changes. According to Thai News Agency, Mr. Varawut highlighted the concerns raised by Mr. Nikorn Chamnong, Chairman of the Strategy Committee of the Chartthaipattana Party, regarding the timing of the referendum. It appears that the local elections scheduled for early next year will not coincide with the referendum, and the new constitution might not be ready in time for the general elections in 2027. Mr. Varawut stressed the need for the government to expedite the formation of the Constitution Drafting Assembly (CDA). He clarified that the CDA's operations would not be dependent on the current council's term, which ends on May 13, 2017, allowing the process to continue independently. He cited the example of the 1997 Constitution during the government led by Mr. Banharn Silpa-archa. Although the constitution was not announced during that government, the Constituent Assembly's formation was pivotal, benefiting the people in the long run. Mr. Varawut urged the government to accelerate the process and involve public opinion to draft a constitution that truly reflects the people's will. He reassured that even if constitutional amendments are not ready for the upcoming elections, the parliament can still amend election laws. He noted that the Constitutional Court requires a referendum before amending Section 256, with multiple referendums anticipated once the Constituent Assembly is established. He cautioned against rushing the process, emphasizing that thoroughness will ensure meaningful and lasting reforms. Mr. Varawut concluded by stating that the focus should not solely be on enacting the constitution within the current government's term. Instead, the creation of the Constituent Assembly, as demonstrated during Mr. Banharn Silpa-archa's tenure, is of paramount importance.
