Former Deputy Mayor Arrested for Supporting Improper Issuance of Land Reform Permit

Nong Bua Lamphu: NACC Region 4, in collaboration with local police, has successfully apprehended the former deputy mayor of Dan Chang Subdistrict Administrative Organization, Mr. Wisanupong, also known as Choktawee, at a red light intersection. He was arrested for his alleged involvement in the improper issuance of Sor Por Kor 4-01 permits, a land reform document, alongside a former surveyor.

According to Thai News Agency, Mr. Saroj Phuengramphan, Secretary-General of the NACC, and Mr. Prateep Chuthasorn, Deputy Secretary-General of NACC Region 4, coordinated with the Nong Bua Lamphu police to execute an arrest warrant issued by the Criminal Court for Corruption and Misconduct Cases Region 4. The warrant, No. Chor. 9/2567, dated March 15, 2567, charges Mr. Wisanupong as an accomplice to an official who improperly used power in a manner damaging to the state, as per the Criminal Code, Section 151 in conjunction with Section 86.

The charges stem from events dating back to 2551, when Mr. Wisanupong allegedly worked with a former surveyor from the Land Reform Office of Nong Bua Lamphu Province to survey forest land falsely. The intent was to secure rights to use land in an area where he had no ownership or usage rights, thus violating the regulations surrounding Sor Por Kor 4-01 permits.

Investigators tracked Mr. Wisanupong across several provinces, noting his use of a white Suzuki Carry pickup truck. On March 14, 2025, they located the vehicle near Na Di Intersection on the Udon Thani-Nong Bua Lamphu highway. The suspect, matching the physical description and blemishes of Mr. Wisanupong, was closely pursued by the investigation team.

The arrest took place at the Isuzu traffic light intersection in Mueang Nong Bua Lamphu District. Officers exercised caution, initially unable to determine if Mr. Wisanupong possessed any illegal items. Upon identifying themselves and presenting the arrest warrant, Mr. Wisanupong confirmed his identity and admitted his previous evasion. He was subsequently informed of his rights and taken to the Nong Bua Lamphu Police Station.

The arrest report was communicated to the prosecutor and the administrative department, ensuring compliance with the Prevention and Suppression of Torture and Enforced Disappearance Act B.E. 2565. Mr. Wisanupong is now set to face prosecution at the Criminal Court for Corruption and Misconduct Cases Region 4.

Additionally, Mr. Wisanupong is wanted under two other warrants issued by the Supreme Court's Criminal Division for Holders of Political Positions. These warrants, dated July 12, 2566, relate to his failure to submit a list of assets and liabilities to the NACC.
