Corrections Department Clearly Explains the Cause of ‘Director Joe’s’ Death in Prison

Bangkok: The Corrections Department has issued a document clarifying the case of "Director Joe" who died at Klong Prem Central Prison. Forensic officers are preparing to inspect the scene.

According to Thai News Agency, the Department of Corrections received a report from Klong Prem Central Prison that on Friday, March 7, 2025, at approximately 8:50 p.m., a prison officer on duty as a nurse reported the death of an inmate, identified as K.C. Thitisan or Joe Uthanaphon. He was serving a life sentence for offenses against official duties, life, liberty, and the Organic Act on Prevention and Suppression of Corruption. Sentenced by the Central Criminal Court for Corruption and Misconduct Cases, his imprisonment was effective from August 27, 2021. He had been in prison for 3 years, 6 months, and 13 days, having been admitted to custody on September 3, 2021. He was held in a separate detention room, Zone 5.

The prison checked his medical history, noting that Kh.Ch.Thitisan had essential tremor, dyslipidemia, and anxiety disorders, for which he received continuous treatment. He last saw a psychiatrist on February 18, 2025, and had an appointment scheduled for April 2025. Due to his former role as a police officer, he was separated from other prisoners to ensure his safety, although he was able to participate in prison activities.

On March 7, 2025, he received a visit from his wife at noon, with no unusual occurrences reported by prison officers. Later, at 8:25 p.m., an officer found him unresponsive, sitting with his back against the cell door. Emergency assistance was provided, but he was found with a small towel tied around his neck and showed no vital signs. Initial checks of the CCTV cameras revealed no unauthorized entry to his cell. An investigation involving the prosecutor, doctor, and administrative officer is underway, and an autopsy is being conducted to determine the cause of death, with relatives to be informed subsequently.

The Department of Corrections is awaiting the autopsy results and assures that no harm was caused by prison officers or inmates, expressing condolences to the inmate's relatives.

A fact-finding committee will be established to ensure transparency. The prison emphasizes adherence to guidelines, focusing on prisoner safety, human rights, and compliance with the United Nations Standard Minimum Standards for the Treatment of Prisoners.

Forensic officers arrived at Klong Prem Prison at 8:50 a.m. to collect evidence at the scene.
