Dateline: Bangkok is preparing to issue regulations to implant microchips in dogs and cats as part of efforts to address the problem of stray animals and ensure the safety of the city. The initiative aims to manage pets that may pose dangers or cause inconvenience, ultimately contributing to making Bangkok a safer place. According to Thai News Agency, the Bangkok Metropolitan Council has approved the draft regulation on the control of raising or releasing animals. Mr. Naphaphon Jirakul, a member of the Bangkok Metropolitan Council from the Bang Khun Non District and chairman of the special committee responsible for reviewing the draft regulation, explained that the primary objective is to define specific areas for controlling the raising or releasing of animals. This measure is intended to prevent disturbances and mitigate health risks associated with animal-borne diseases. Under the authority granted by Section 29 of the Public Health Act B.E. 2535, as amended by the Public Health Act (No. 3) B.E. 2560, and Section 97 of the Bangkok Administration Act B.E. 2528, the enactment of this regulation is deemed necessary. The regulation stipulates restrictions on the number of pets allowed in various residential settings. For instance, in condominiums or rental rooms measuring 20-80 square meters, only one pet is permitted. If the space exceeds this size, up to two pets are allowed. For land areas of no more than 20 square wah, a maximum of two pets is permitted, while areas ranging from 20-50 square wah can accommodate up to three pets. Similarly, land areas of 50-100 square wah can have up to four pets, and those over 100 square wah can have no more than six pets. Additionally, pet owners are required to obtain a registration certificate, ensuring that their pets are permanently identified through microchip implantation by a veterinarian. This registration must be reported to the Public Health Veterinarian Office, Health Department, or District Office. Further, the regulation designates specific breeds as "special control dogs," including Pitbull Terriers, Bull Terriers, Staffordshire Bull Terriers, Rottweilers, Fila Brasileiros, and any dogs with a known history of aggression. When outside their premises, these dogs must wear a muzzle and be on a sturdy leash, with the leash held no more than 50 centimeters from the dog's neck at all times. The implementation of this regulation aims to clearly establish pet ownership responsibilities and prevent pets from becoming nuisances. It will also facilitate the planning and execution of stray animal sterilization programs in different areas, thereby reducing the number of stray animals. The regulation is expected to address the issues posed by pets and stray animals in Bangkok, contributing to the city's safety. Following the approval, the draft ordinance will be submitted to the Bangkok governor for signing and publication in the Royal Gazette. The regulation will take effect 360 days after its publication in the Gazette.
