Kuala lumpur: Independent academic Professor Kasemsan Virakul has brought attention to the 8 Thai-Cambodian declarations during the ASEAN Summit 2025, describing them as a critical test of courage concerning the release of prisoners of war. Thai Prime Minister Anutin Charnvirakul stated that the signing of these declarations is a joint statement rather than a binding agreement.
According to Thai News Agency, Professor Kasemsan revealed on the Good Morning ASEAN program on MCOT NEWS FM 100.5 that of the 8 key issues proposed by Thailand, 5 require close scrutiny of Cambodia's adherence. These issues include maintaining peace without threats, withdrawing heavy weapons from border areas, clearing mines in line with the General Border Committee's agreements, halting the spread of fake news to foster positive relations, and combating transnational crimes, including releasing prisoners of war.
The release of prisoners of war is a particularly sensitive issue, contingent upon Cambodia's effective implementation of all 8 points in the agreement. This element of the declarations demands significant attention and monitoring.
Professor Kasemsan also highlighted the involvement of ASEAN's cooperation partners from the East Asia Summit, which includes 11 ASEAN countries and eight dialogue partners, such as the United States, China, India, Japan, and Russia. This coalition represents over 4 billion people and accounts for 61% of the global GDP, prompting a competitive dynamic between the United States and China in seeking influence. The summit also marked the official approval of Timor-Leste as a new member.
