Excise Tax Act Clears Parliamentary Hurdle, Paves Way for Opportunities for Thai Entrepreneurs

Bangkok: "Thawiphop" is pleased that the Excise Tax Act passed the 2nd and 3rd readings. The act is expected to unlock opportunities for Thai entrepreneurs in the liquor and beer industry. Mr. Thaophipop Limjittrakarn, a Bangkok MP from the Prachachon Party, expressed his satisfaction following the unanimous approval of the draft Excise Tax Act in the House. The next step involves Senate approval and subsequent publication in the Royal Gazette, after which the Excise Department will have 180 days to enact the amendment under interim provisions. The act is anticipated to come into effect in October 2025.

According to Thai News Agency, Mr. Thaophipop shared his personal journey, reflecting on how he became a criminal in law and society over eight years ago, questioning why simple activities like brewing and selling beer were not possible in the country. Despite losing hope at times, he persisted in his efforts, eventually becoming a representative of the people and advocating for the law's passage. He acknowledged the support of community liquor and craft beer networks across provinces as instrumental in achieving this milestone.

Mr. Thaophipop noted that initially, passing the act seemed impossible due to being a minority in parliament, which requires more than half of the votes to pass a law. Yet, he emphasized that the law's passage proved that political change is possible. He highlighted the Prachachon Party's dedication to advancing issues aligned with their policies, showcasing that opposition parties can indeed drive significant legislative changes.

Mr. Thaophipop urged citizens facing oppression or feeling hopeless to recognize that change is attainable, no matter how challenging or prolonged the journey. His experience serves as a testament to this truth, encouraging perseverance in the face of adversity.

Mr. Thaophipop pointed out that while the legislative victory is significant, attention must now turn to ministerial regulations and related tax issues to ensure fair advantages for small operators. He emphasized that the Minister of Finance has a crucial role in issuing such regulations, which should be completed within a few months. He also thanked coalition parties and Mr. Chanin Rungthanakiat, a Pheu Thai Party MP, for their collaborative efforts in advancing the draft Excise Tax Act.

Looking ahead, Mr. Thaophipop plans to introduce the Hotel and Overnight Accommodation Act to address challenges in registering small hotels and hostels. The draft is ready for submission to parliament, with campaigns planned in Phuket, Chiang Mai, Ayutthaya, and Pattaya. He confirmed that even small changes are important starting points for future progress.
