Election Commission Issues Strict Guidelines for Local Election Campaigns

Bangkok: The Election Commission has issued a cautionary directive for candidates aspiring to join local administrative organizations, emphasizing adherence to specific guidelines during election campaigns. Candidates are advised to avoid distributing money or disaster relief supplies during ceremonies, as such actions might lead to legal consequences.

According to Thai News Agency, the Election Commission has outlined specific protocols for those aiming to run for positions within the Subdistrict Administrative Organization Council and as Subdistrict Administrative Organization Mayors. Campaigning is permitted from May 31, 2025, until 6:00 p.m. the day before the elections, scheduled for November 27, 2025.

To ensure the elections remain fair and within legal bounds, candidates are permitted to partake in traditional and religious events, such as weddings, funerals, and ordinations. However, they must adhere to regulations to prevent their participation from being perceived as illegal campaigning. Key guidelines include prohibitions on gifting money, property, or other benefits during such events. Candidates may attend as invitees or guests, but must refrain from actions that could be construed as incentivizing voters, in accordance with Section 65 of the Local Council Member or Local Executive Election Act, B.E. 2562.

Moreover, event hosts are forbidden from promoting the candidate's name or campaign number during these gatherings. Any such promotion might be interpreted as illegal campaigning, even if the candidate does not explicitly campaign at the event.

Candidates are also advised to consider their status and the appropriateness of any events they choose to organize. While personal events such as funerals, ordinations, or weddings are allowable, candidates must avoid unnecessary events with entertainment or souvenir distribution, which could be misinterpreted as attempts to sway voters.

In addition, providing aid in emergency situations, such as natural disasters or epidemics, is prohibited during the campaign period, even if intended as a personal act of kindness. Such actions could lead to allegations of violating the Local Council Members or Local Administrators Act B.E. 2562.

Candidates and political parties must adhere strictly to the Local Government Election Act B.E. 2562 and its amendments, as well as the EC's regulations on permissible campaigning methods. Those considering participation in the SAO election are urged to thoroughly study the relevant laws to avoid disqualification or the revocation of candidacy rights.
