Bangka Belitung designated as Confucian education development center

President Joko Widodo (Jokowi) has designated Bangka Belitung province as the center for Confucian religion education development in Indonesia, according to Bangka Belitung Governor Erzaldi Rosman Djohan.

The President’s decision to pick Bangka Belitung was based on the province recording the highest marks in religious harmony among other provinces, he said.

“President Jokowi appointed Bangka Belitung as the center of Confucian religion education because it has already become a necessity (for us),” Djohan said here on Wednesday.

In particular, the President has tasked the provincial authority to develop the Indonesian Confucian Academy in the province, he added.

“Before the Chinese New Year, we and representatives of the Supreme Council for the Confucian Religion in Indonesia (Matakin) met the President who then asked us to develop a Confucian religious academy in Bangka Belitung,” he informed.

Djohan revealed that the provincial authority has granted a total of 4.5 hectares of land at two sites in the province’s Tanjung Bunga and Kejora regions for the development of the academy.

“Let us pray together that in (Matakin’s) centenary next year, the construction of the Indonesian Confucian Academy in Bangka Belitung will commence,” the governor remarked.

Meanwhile, a member of the Matakin organization committee, Budi Santoso, said that the program will address the issue of the small number of teachers specialized in Confucian religion studies in the region despite the high demand for the subject in schools.

He also highlighted that the high percentage of adherents of the Confucian religion in the province indicated the urgency for the development of Confucian education.

“There is a high demand for Confucian religion teachers (in the region), yet the number of teachers is low. We cannot nurture new Confucian religion teachers while a specialized academy (for the study) does not exist yet,” he added.

Ready to incentivize intellectual property registration: ministry

The Law and Human Rights Ministry is ready to offer incentives for intellectual property registration, the ministry’s intellectual property acting director general, Razilu, has said.

After attending the Intellectual Property Roving Seminar event entitled ‘Encouraging Creativity and Innovation for National Economic Recovery’ here on Wednesday, he said that applicants no longer have to bear the administration cost for registration.

This incentive will be offered at certain times such as World Intellectual Property Day on April 26, 2022, or Dharma Karya Dhika Day on August 19, 2022, he added.

Moreover, the administration cost for the intellectual property registration process currently aligns with the protection period offered to applicants, he explained.

Earlier, the Directorate General of Intellectual Property had unveiled the Automatic Copyright Registry and Approval (POP HC), which expedites the registration process to less than 10 minutes.

For copyright registration and protection, applicants can visit the web page dgip.go.id.

The web page can be used to obtain more information about intellectual property, create new applications, extend applications, file service complaints, and report violations.

Concerning the registration cost, the government is offering a special tariff to micro, small, and medium enterprises (MSMEs).

For instance, the tariff for registering a computer program copyright online for MSMEs is Rp300 thousand. Meanwhile, the tariff is Rp600 thousand for the general public.

On Tuesday, the directorate general provided an example of how to register intellectual property during the Yasonna Hears event here.

The event was attended by the Law and Human Rights Minister, Yasonna H. Laoly.

During a dialogue session, several entrepreneurs who attended the event complained to Laoly about the application cost, which they deemed expensive.

Indonesia needs national cyber security law: MPR Chief

Indonesia needs a law on national cyber security to support the National Cyber and Crypto Agency’s mandate and anticipate cybercrime and data misuse, chairperson of the People’s Consultative Assembly (MPR) Bambang Soesatyo, has said.

He made the remark in a written statement received here on Wednesday.

In the course of its work, the National Cyber and Crypto Agency is only supported by Law 1/2008 concerning Electronic Information and Transactions (ITE), as amended by Law 19/2016, PP 71/2019 about the Implementation of Electronic Systems and Transactions, and Presidential Decree 28/2021 about National Cyber and Crypto Agency.

Soesatyo opined that the initiation of national cyber security is in line with President Joko Widodo’s mandate, which is for Indonesia to be ready to face the threats of cybercrime and data misuse, which were highlighted during the People’s Consultative Assembly’s Annual Session on August 16, 2019.

Through cyber attacks, a country can completely sabotage telecommunications and Internet networks in other countries, cause chaos in their digital banking networks, as well as render military radar and civil aviation useless.

Soesatyo said that it would be even scarier if combat equipment, such as aircraft and submarines, get hijacked by people from overseas to carry out attacks as they would be beyond the nation’s control then. He delivered the statement after meeting with the head of the National Cyber and Crypto Agency, Lieutenant General (retd.) Hinsa Siburian, at the National Cyber and Crypto Agency’s office here on Wednesday.

He also stressed the importance for Indonesia to have a Single Identity Number, apart from a national cyber security law.

The Single Identity Number would contain more than just basic data such as the name, gender, and address of citizens: it would integrate the tax and health security program.

Thus, the contribution from the National Cyber and Crypto Agency is necessary, particularly in securing data from cyber attacks perpetrated by irresponsible parties.

“By having a Single Identity Number like many big countries in the world, Indonesia will get many benefits. Among them (this could be a way to) address the issues that arise due to segmentation of population data in various ministries and agencies, as an instrument for monitoring the rate of citizens’ compliance in fulfilling their rights and obligations such as paying taxes, to contribute in providing detailed information regarding the social, economic and environmental conditions of the people,” he added.

House Speaker calls for derivative regulations of sexual violence law

House Speaker Puan Maharani has urged the government to formulate derivative regulations of the Sexual Violence Crime Law without delay.

“Now is the time for the Sexual Violence Crime Law to be translated into regulations for technical implementation so that the enthusiasm during its preparation can immediately offer tangible effects. This is so that the Sexual Violence Crime Law can be applied and become a guideline for the apparatus,” Maharani said in a statement received here on Wednesday.

She further said she is confident that should the derivative regulations be completed, the law can immediately be employed as a strong and comprehensive legal instrument for preventing sexual violence and regulating legal sanctions for perpetrators.

When Maharani ratified the law, she urged everyone to closely monitor its implementation.

She pointed out that everyone had agreed that the law is an effort to assist women and children, and its derivative regulation, which stipulates sanctions and others, must adopt a victim’s perspective.

The bill was initiated in 2016, when Maharani was serving as Coordinating Minister for Human Development and Culture.

In the past, the regulation was called the Bill on the Elimination of Sexual Violence. After eight years of struggle, it has finally been passed as a law, she remarked.

She said she understood that some people still considered the law inadequate to deal with sexual violence crimes.

“Therefore, I compel (everyone) to follow up on this law in its implementation later to ensure that it really is useful in terms of mitigation, protection,” she added.

The United Nations team in Indonesia lauded the ratification of the law, and said that it would aid survivors of sexual violence to get justice as well as punish perpetrators. The law would encourage the creation of safe spaces for women and girls.

“The ratification of this law is in line with Indonesia’s commitment to the convention on the elimination of all forms of discrimination against women (CEDAW),” the team said in an official statement.

The UN team in Indonesia also urged people to collectively support and oversee the comprehensive implementation of the new law.

Deputy Coordinator of Indonesian Women Titi Anggraini said that the ratification of the bill does not mark the end of the process, as there are still many things which need to be done, such as ensuring the aforementioned regulations for technical implementation.

Fire breaks out at Surabaya’s Tunjungan Plaza 5

A fire was reported at Tunjungan Plaza 5, located on Jenderal Basuki Rachmat Street, Surabaya city, East Java, around 5:35 p.m. local time on Wednesday.

According to information posted on the Surabaya SIAGA Whatsapp group, the fire was first reported by Surabaya Transportation Office personnel and is currently being handled by the Surabaya City Fire Department.

The fire was quite large and smoke billowed from the high-rise building located between SOGO and Four Points. The Surabaya City Fire Department dispatched 13 fire trucks, three of which were equipped with Bronto Skylift, to the site.

The fire caused a traffic jam on some roads in the city, including Basuki Rahmat Street, Embong Malang, and Tunjungan Street.

Some Transportation Office personnel, public order officers, security agents, and policemen evacuated people via Basuki Rachmat Street.

“The road is jammed, there is a fire at Tunjungan Plaza,” one of the motorcyclists passing Basuki Rachmat Street said.

A personnel from the Surabaya City Fire Department, Dhanny, said that a number of firefighters are currently at the location to extinguish the fire.

“Hopefully, it can be resolved immediately,” he added.

President ready to enact regulation for 2024 election logistics

Minister of Home Affairs Tito Karnavian has confirmed that President Joko Widodo (Jokowi) is ready to enact Presidential regulations to ensure smooth logistics preparation for the 2024 General Elections.

“The President is ready to (enact) specific Presidential regulations for smooth general elections logistics preparation,” Karnavian said during a meeting session at the Parliament Complex here on Wednesday.

Besides the Home Affairs Ministry, officials from the General Elections Commission (KPU RI), General Elections Supervisory Agency (Bawaslu), and the Electoral Organizer Honorary Council (DKPP) were also present during the meeting with legislators of Commission II of the House of Representatives (DPR RI).

The minister said logistics is one of the principal issues in election conduct.

“Sometimes (the logistics preparation process) needs a long time, particularly for the tender process,” he noted.

The President has also instructed the Coordinating Ministry of Political, Legal, and Security Affairs and the Home Affairs Ministry to prepare the necessary regulations, as long as the regulations do not violate other laws, the minister said.

“The government will prepare the regulation, which will also cover goods procurement and logistics aspects of the election,” Karnavian added.

The minister then urged electoral organizers to estimate an effective and efficient election budget.

“I appeal (to electoral organizers) to calculate the election budget to ensure it will be as low as possible, yet without compromising election targets,” he remarked.

He said that at present, the budget must be made effective as the government and the people are still recovering from the COVID-19 pandemic and there is no certainty that the pandemic will be over by 2024.

“We are currently amid the economic recovery stage; there are a lot of people affected (by the pandemic) and a lot of national strategic projects in regions are yet to be finished. Those indeed need money,” Karnavian added.

Booster vaccines distributed at Eid exodus departure cities: Minister

Booster vaccines were distributed and administered in every city designated as the starting point for the Eid exodus, Coordinating Minister for Human Development and Culture Muhadjir Effendy stated.

“This vaccination is indeed prioritized in areas where people depart for the Eid exodus, such as the Greater Jakarta area, West Java, Central Java, and big cities in East Java and cities outside Java, including Medan, Makassar, and its surroundings,” Effendy noted in a written statement here on Wednesday.

The minister remarked that booster vaccination posts were also set up at the destinations in a bid to increase the rate of COVID-19 vaccination during Ramadan.

Complete and booster doses of vaccines are expected to protect travelers and their families in their hometowns against virus transmission.

Effendy has projected the people’s enthusiasm this year to be high following no Eid exodus for two years. Around 80 million people are expected to partake during this year’s homecoming.

“For the past two years, the government had not prepared an Eid exodus policy. This year, we will organize and prepare for the exodus as best as possible, right from aspects comprising the security forces, transportation, and medical care,” he affirmed.

Spokesperson for the Health Ministry, Siti Nadia Tarmizi, stated that the COVID-19 vaccination post along the Lebaran 2022 exodus route had supplied up to one thousand doses of vaccine for the participants. She delivered the statement at the virtual press conference on Tuesday, April 12.

The supply depended on the size of the posts, she noted. Large posts could provide up to one thousand doses, while the small ones could offer 150-300 doses.

Tarmizi remarked that preparations, including dispatching vaccinator teams and management of vaccine supply, were still underway with the Transportation Ministry, National Defense Force, and Police Force for building vaccination posts along the route.

Some aspects to be taken into account while designating a vaccination post include the prospective location not posing a threat in terms of disrupting the traffic flow, she remarked.

Merah Putih Vaccine phase 3 trial conducted alongside booster trial

The third phase of Merah Putih Vaccine’s clinical trial is conducted in parallel with the booster trial, Merah Putih Vaccine Researcher Head at Airlangga University, Surabaya, East Java, Abdul Rantam stated.

“We plan this to be held in parallel to shorten the time period. Hence, the third phase and booster trial are conducted simultaneously due to the emergency situation,” Rantam noted here on Wednesday.

The Merah Putih Vaccine has currently enter the second phase of the clinical trial that starts from vaccine raw material creation development (upstream), vaccine formulation (downstream), and filling process into vials to become the finished product.

The second phase of the clinical trial involves 405 human subjects divided into three groups that will receive three mcg and five mcg doses of the vaccine.

Control vaccine will also be given through two administrations at an interval of 28 days.

The third phase of the clinical trial to determine the age group target type is planned to be rolled out starting from May 28, 2022.

“Ever since the pre-clinical trial, it has been prepared for children, teenagers, pregnant mothers, and parents,” Rantam explained.

Under normal circumstances, the booster vaccine trial is conducted separately from the third phase of the clinical trial, he noted.

However, with the permit from the Indonesian Food and Drug Control Agency (BPOM) concerning the emergency situation, the booster trail can be conducted in parallel with the third phase.

“For instance, vaccine A is used as booster, that has its own research. However, due to emergency, it is sometimes allowed,” Rantam noted.

The booster trial on Merah Putih Vaccine will apply the homologous method or similar vaccine platform with the primary complete dose for a more optimal result.

If the entire second and third phase of the clinical trial proceeds well, the BPOM targets the Merah Putih Vaccine to obtain Emergency Use Authorization (EUA) in August 2022 and be ready for the public.
