Aphat' explains that the parliament has already sent a letter back to the secretary of the Court of Justice, allowing the arrest of 'Gen. Pisal' without having to ask for permission. Reveals that 'Gen. Pisal' is absent from the meeting on 26 Aug. - 30 Oct., claiming to be sick and receiving treatment abroad. Pol. Lt. Col. Aphat Sukhanan, Secretary-General of the House of Representatives, spoke about the case of the Narathiwat Provincial Court issuing an arrest warrant for Gen. Pisal Wattanawongkiri, a Pheu Thai Party MP for refusing to appear in court for the trial of the 2004 Tak Bai protest dispersal incident. He said that in the past, the Secretary-General of the Court of Justice had sent a letter to the Secretary-General of the House of Representatives requesting permission to take legal action against Gen. Pisal. The Secretariat of the House of Representatives had already held a meeting and sent a letter back to the Secretary-General of the Court of Justice last week requesting that the court proceed ac cording to Article 124, Paragraph Four of the Constitution, which is new content according to the 2017 Constitution, allowing for legal action against Gen. Pisal without having to seek approval from the House. Therefore, from now on, it is up to the court's discretion whether to arrest Gen. Pisal or not because the House has already passed a resolution according to Article 124, Paragraph Four of the Constitution, so there is no need to seek permission from the House anymore. As for the case where Gen. Pisal never came to the parliament meeting, the secretary-general of the parliament said that Gen. Pisal had submitted a letter of leave to the parliament, citing that he was sick and had traveled abroad for treatment between August 26 and October 30, which Mr. Pichet Chueamuangphan, the deputy speaker of the parliament, had signed the letter of approval. "From now on, it is up to the court's discretion. If Gen. Pisal is found, he can be arrested immediately. However, on days when the parliament is meeting, th e court must release Gen.
