Punishment of car owner after failing to bring car for inspection as scheduled

Punishment is being issued for the owner of the sightseeing bus that caught fire after the Department of Land Transport made an appointment for the operator to bring all the remaining vehicles in for inspection, but the operator did not show up as scheduled.
