Bangkok: The government has launched a new initiative, dubbed the "DC3" measure, to assist vulnerable debtors of the Bank for Agriculture and Agricultural Cooperatives (BAAC). This program allows eligible borrowers to make reduced payments of just 1,000 baht per month for six months, starting from June 4.
According to Thai News Agency, Deputy Government Spokesperson Ms. Sasikarn Wattanachan announced that the Government Housing Bank (GHB), under the Ministry of Finance, has allocated a budget of 30 billion baht to support this initiative. The DC3 measure targets customers in the special monitoring group (SM) who have been borrowing from the bank for at least a year. The aim is to help them resume regular installment payments and retain their homes by reducing interest rates and installments for up to a year.
The specific terms of the DC3 initiative are as follows: For the first six months, borrowers will benefit from a 0% interest rate, paying only 1,000 baht monthly. For months seven to nine, the interest rate will rise to 1.90%, with an additional 100 baht added to the monthly payment. From months ten to twelve, the interest rate will increase further to 3.90%, plus 100 baht. If customers choose to pay more than the specified amount, the excess will be used to reduce any outstanding interest.
For those affected by economic hardships and interested in the DC3 program, registration is open via the GHB ALL BFRIEND application and branches nationwide from June 4 to December 31, 2025. Applicants must provide evidence of economic impact related to their occupation, business, or trade.
Ms. Sasikarn also noted that GH Bank has implemented four relief measures to support customers affected by income disruptions, including the 'You Fight, We Help' project. This project, extended until June 30, 2025, aids debtors with credit lines not exceeding 5 million baht who signed contracts before January 1, 2024. It targets those who are not in arrears or have been in arrears for no more than 30 days but have a history of being in arrears for more than 30 days prior to November 1, 2024, and have had debts restructured since January 1, 2022.
Additionally, GH Bank has introduced measures to assist customers affected by the earthquake on March 28, 2025. "All measures implemented this time aim to maintain economic stability, reduce the burden on the people, and strengthen the security of Thai households.
