Innovation from regional gov’ts necessary to improve public services

The BSKDN continues to encourage regional governments to create various innovations to improve public services’ quality

Jakarta (ANTARA) – The Domestic Policy Strategy Agency (BSKDN) of the Ministry of Home Affairs accentuated the importance of innovation from regional governments to improve the public service sector.”The BSKDN continues to encourage regional governments to create various innovations to improve public services’ quality,” Head of the Center of Policy Strategy for Development of Human Resources, Information Technology, and Domestic Government Innovation Aferi Syamsidar Fudai noted in a statement here, Tuesday.

Fudai expressed optimism that regional governments would list and identify their abilities to create innovation in accordance with their own characteristics.

ccording to Fudai, the advancements in technology had necessitated governments to make various breakthroughs in providing services.

“This condition places innovation as a necessity that we must follow up in an effort to improve public service, governance, and the administration of government affairs, which are the authority of the regions under the law,” he remarked.

In relation to regional innovation, he stated that the Ministry of Home Affairs is tasked with general guidance, while other relevant ministries and agencies are tasked with technical guidance.

Meanwhile, governors serve as the central government’s representatives that conduct general guidance and supervision as well as technical guidance to districts and cities in their respective provinces.

Fudai further noted that in principle, regional governments are given the freedom to be creative and innovate in carrying out their authority in accordance with local wisdom. This is aimed at accelerating the realization of community prosperity and improvement of the community’s competitiveness.

The BSKDN is making various efforts to guide regions that are categorized as less innovative or regions whose innovation cannot be assessed, including regions that experience a decline in innovation based on the regional innovation index.

He also reminded all representatives of regional governments to remember President Joko Widodo’s direction regarding innovation.

He said the president had laid emphasis that innovation should not only become knowledge but also a culture or even a catalyst to support investment growth by eliminating obstacles in bureaucracy.

Sulsel govt agrees on Regulation on Mangrove Development, Libraries

Makassar (ANTARA) – South Sulawesi (Sulsel) government and Regional DPRD agreed on Regional Regulations Drafts (Ranperda) on Sustainable Management and Mangrove Ecosystems Development and Regional Regulation on Library Operations to become Regional Regulations (Perda).Deputy Chairman of the Special Committee (Pansus) for the Draft of Sustainable Management and Development of Mangrove Ecosystems, Andi Januar Jauri, noted in his statement in Makassar, Tuesday, that the discussion of the Draft involved OPD within the South Sulawesi Provincial Government, leaders and academics, and all related communities.

“This comes as a legal protection to protect mangrove forests in South Sulawesi,” Jauri remarked.

Both personally and on behalf of all members of the Special Committee, he lauded all parties involved in drafting this regional regulation.

“Allow us to express our appreciation to the entire team that has participated in the drafting of the regional regulation,” the legislator of DPRD Sulsel stated.

Meanwhile, Chairman of the Special Committee on Regional Regulation Draft on Library Administration, Fauzi Andi Wawo, admitted that all members of the Special Committee had conducted a series of activities and hearings by inviting all NGOs and parties to obtain inputs on the regional regulation.

“This is the draft regional regulation initiated by the DPRD Sulsel itself, which contains 57 articles and 32 chapters in the draft. This regional regulation is the first regulation that is connected with the Job Creation Law,” he remarked.

On the occasion, Regional Secretary for the Province (Sekprov) of South Sulawesi, Andi Aslam Patonangi, while representing Governor of South Sulawesi Andi Sudirman Sulaiman, expressed gratitude to all parties, as the discussion of the two draft regional regulations has entered its final stage.

He said that the process of the material for the contents of the Draft had certainly gone through the stages in accordance with the applicable regulations and had accommodated various suggestions and views.

“We hope that what we agreed on together, apart from being a form of commitment, can also be implemented effectively in supporting the administration of the government and the implementation of development in this area that we love,” Patonangi stated while reading the South Sulawesi governor’s remarks.

He noted that the two draft regional regulations initiated by the DPRD that received mutual approval were formed in the context of implementing regional autonomy.

Meanwhile, the mangrove ecosystem is a natural resource that has various functions and benefits for the community. This is especially important in coastal areas that should be managed wisely by taking into account the principles of environmental sustainability.

“The presence of this regional regulation will later become a legal umbrella in the efforts to manage and develop mangrove ecosystems in a sustainable manner,” he affirmed.

Likewise, the Regional Regulation on Library Administration will become a joint guideline in strengthening the role and function of libraries, so that they are not just places for storing and borrowing library materials.

It is expected to become a place for lifelong community learning and a place for preservation and cultural inheritance as well as community empowerment.

With the completion of the discussion and the joint approval of the two draft regional regulations to be stipulated as regional regulations, the focus will then be on the implementation process.

Blue economy must be long-term focus: Fisheries Minister

Jakarta (ANTARA) – Maritime Affairs and Fisheries Minister Sakti Wahyu Trenggono on Tuesday emphasized that the five blue economy policies promoted by his ministry be made a part of long-term policies to provide the greatest benefit to the people.”I hope that these five blue economy policies would be implemented even after my leadership is over. These must become long-term policies,” he said at a “Technical Work Meeting on Oversight of Human Resources in Maritime Affairs and Fisheries 2023” in Jakarta on Tuesday.

The five blue economy policies are increasing the extent of marine conservation areas; implementing quota-based measured fishing; developing sustainable marine, coastal, and inland aquaculture; managing and supervising coastal areas and small islands; and managing plastic waste in the sea through the fishermen’s participation movement, he expounded.

ccording to Trenggono, the policies will encourage the maintenance of the marine and fisheries core zone. They will also encourage the use of advanced technologies to maintain national maritime sovereignty.

“In the near future, we will have ten additional modern ships with modern technology. In addition, we also plan to launch a nano-satellite to cover our underwater,” he added.

The minister said that protecting marine ecosystems poses massive reclamation challenges in the face of tourism and property or housing interests.

“Those will definitely damage our marine ecology,” he pointed out.

The aquaculture sector also needs extra attention since its practices, which are still traditional, are very damaging to the environment, the minister said.

“We must pay attention to issues in the aquaculture sector because this is very damaging to our environment. There are 247,803 hectares of aquaculture throughout Indonesia with traditional methods that bring damage to the environment. We must manage this,” he added.

He further said that cultivation development in Indonesia must be supervised to enable certification. He expressed the hope that the effort will encourage Indonesia to become a leading country in sea agricultural commodities in the next 20 years.

“We have five priority sea commodities, such as shrimp, lobster, crabs, seaweed, and tilapia,” he noted.

He informed that the market value of tilapia has reached US$13.9 billion, thus Indonesia has the potential to develop the commodity.

Regarding the supervision and management of small islands, he asked experts at the Maritime and Fisheries Human Resources Development Agency to work together with the Directorate General of Marine Spatial Management to ensure the ecological function of small islands as an economic power.

He also asked that the movement to clean up trash in the sea be intensified in order to maintain the health of the sea in the future.
