Yogyakarta public service unaffected by former mayor’s arrest: govt

The Yogyakarta municipal authority confirmed that public service would remain unaffected by the recent arrest of former mayor Haryadi Suyuti and several municipal apparatuses by the Corruption Eradication Commission (KPK) on Thursday (Jun 2).

“We will, in principle, ensure that public services would not be affected by yesterday’s events,” Yogyakarta acting mayor Sumadi stated here on Friday.

Sumadi said that the authority would await KPK’s investigation process and the final status of the arrested individuals before taking any decisions.

“Our decision will depend on the (individuals’) status designated by the KPK. Heads in municipal offices must not be (sitting) vacant, and we must designate an acting officer (in case of leadership absence),” the acting mayor noted.

Sumadi, who is in the second week of his acting mayorship, reaffirmed his commitment to ensuring the municipal apparatus will maintain its integrity and realise clean governance and bureaucracy.

“Honestly, I am shocked by this case and not expecting that this will happen,” he stated.

The acting mayor expressed readiness to take requisite measures to thwart corruption in the municipal administration and reminded officials to take a cue from Suyudi’s arrest to rectify their behaviour.

“From the first day, I had urged the municipal apparatus to maintain neutrality,” Sumadi noted.

Meanwhile, speaker of the Yogyakarta municipal legislature, Danang Rudiyatmoko, also expressed shock over Suyudi’s arrest by the anti-graft agency, particularly as the city administration had been successful in recording a perfect audit score for 13 consecutive periods under the former mayor.

“I am indeed shocked (by the arrest). The arrest is a valuable lesson for all of us. Now, I still have no information about his case, but it is certain that it is related to a bribery case,” Rudiyatmoko affirmed.

He presumed that Suyudi was arrested due to bribery that was not affecting the regional financial administration.

“The KPK had indeed conducted a lengthy investigation before arresting officials within the Yogyakarta municipal administration,” the speaker stated.

Urgent need to ensure children’s access to inclusive education: C20

The Civil 20 (C20) Education, Digitalization, and Civic Space Working Group (EDCSWG) has highlighted the urgent need for ensuring children’s access to universal, inclusive, safe, and quality education in the wake of the COVID-19 pandemic.

Education, as one of children’s basic services, has experienced serious challenges and disruptions during the pandemic, which has devastated educational and learning opportunities for children, the working group noted, according to a release on Friday.

Millions of learners, mostly children and youth, are experiencing learning loss due to lockdowns and school closures, the EDCSWG said.

Two years into the pandemic, more than 1.6 billion children continue to face difficulties in the learning process. This unprecedented situation presents challenges for children with access to technology and even more for those without, it added.

This bleak picture emerged at a global webinar held by EDCSWG, which featured a government official and experts from NGOs (non-government organizations) from several countries on Tuesday (May 31, 2022).

The webinar entitled “Access to Universal, Inclusive, and Safe Quality Education” highlighted serious learning issues currently faced by children and youth and explored options for addressing the challenges and shaped calls to action for global leaders.

A grim picture of the potential learning loss was suggested by data presented by Emma Wagner from Save the Children, the United Kingdom: 1.6 billion learners are out of school because of COVID-19 and around 50 percent of them have no access to computers, while 43 percent lack access to the Internet.

Meanwhile, in low- and middle-income countries, the share of children living in learning poverty, which was already over 50 percent before the pandemic, is expected to rise sharply to 70 percent, according to the humanitarian aid organization.

It further stated that 4 out of 5 learners have learned very little or nothing while out of school. The impact on out-of-school girls has been worse, with their learning experience disrupted by increased household chores and caregiving responsibilities.

Data from several countries paints a similar picture. According to a global study conducted by Save the Children, in Indonesia, 79 percent of children living in rural areas are unable to access adequate learning materials.

Meanwhile, in South Africa, 400–500 thousand learners have dropped out of school over the past 16 months, according to the National Income Dynamics Study.

The UNICEF in 2020 reported that 78 percent of children aged 5–18 years are learning less in India. In Saudi Arabia, 57 percent of low-income families have access to computers, according to an OECD (Organisation for Economic Co-operation and Development) report released in 2020.

Taking note of this, chair of the G20 Indonesia Education Working Group (EdWG), Iwan Syahril, outlined the G20 EdWG’s strategies for overcoming educational inequalities and promoting recovery in the education sector in a post-Covid world.

Indonesia will prioritize children in vulnerable areas and has put a plan together to encounter the current problems under the four G20 EdWG priority agendas, he informed.

In short, the agendas will address the issues by pushing for universal and quality education, promoting digital technology, and bringing all actors together through solidarity and partnership in order to better prepare for the future of work post-COVID, he said.

However, as the world continues to fight against COVID-19 and other emergencies, the education sector requires immediate attention, in particular from G20 leaders.

Therefore, the Civil 20 (C20)—a forum for Civil Society Organizations worldwide for bringing people’s voices and agendas to leaders and one of the official Engagement Groups (EGs) of the G20—must take the center and stress the urgency of the situation to G20 leaders.

G20 leaders must take the C20’s inputs into account more meaningfully, as suggested by Sugeng Bahagijo, the C20 chair.

Children’s learning life is at stake. Left unresolved, current issues could lead to more learning loss and learning poverty, and hinder them from upward mobility.

The G20 EdWG 2022, chaired by the Indonesian Ministry of Education, Culture, Research, and Technology, has prepared strategies to overcome this based on the so-called ‘Emancipated Learning’ model.

To strengthen the strategies, the C20 has called upon G20 leaders to prioritize the most disadvantaged learners among all age groups — especially out-of-school children, girls, and women, as well as those in vulnerable and remote areas.

The C20 has also called on G20 leaders to guarantee safe learning environments for all learners, especially children; secure more than sufficient education budgets to mitigate learning loss and learning poverty; and engage, partner, and collaborate with teachers, parents, and caregivers to provide innovative teaching and learning methods for more resilient education.

Some 30 NII members in Bandung District under surveillance: Police

Some 30 identified followers of the outlawed Islamic State of Indonesia (NII) in Bandung District, West Java, are currently under police supervision, Bandung District Police Head Senior Commissioner Kusworo Wibowo stated.

Wibowo then disproved earlier reports made by the local National and Political Unity Agency that declared NII had three thousand followers in the district.

“Following further verification, the final count is only 30 people. Since the organization is outlawed, its membership is not recognized,” Wibowo stated here on Friday.

After identifying the NII followers, the police will continue exerting efforts to dispel radical thoughts espoused by them to encourage them to renounce their loyalty to NII and “return” to Indonesia, he noted.

“(We want to make them) respect each other’s (beliefs) to prevent unwanted incidents,” the police head stated.

Meanwhile, local National and Political Unity Agency Head Adjat Sudrajat admitted that the earlier data of three thousand NII members is false, as the information was based solely on a former NII member’s claim.

“There is a data error related to the intelligence division. The data claims originated from an NII local leader and is based only on verbal testimony,” Sudrajat remarked.

In concert with the Bandung District Police, he affirmed the agency’s commitment to monitoring NII activities to prevent the illegal organization from influencing more residents to join them.

The agency will also provide assistance and vocational training for former NII members, who have declared their loyalty to Indonesia, he noted.

“They will receive vocational training. We will cooperate with the local manpower affairs office to help them develop a special skill for their living,” Sudrajat remarked.

Earlier, on Monday (May 30), some 50 former NII members in Cileunyi Sub-district, Bandung District, had renounced their oath to NII and reaffirmed their loyalty to Indonesia.

The 50 former NII members then committed to preserving Indonesia based on the national ideology of Pancasila and the 1945 Constitution.

KOI explores sports cooperation with Hungary

The Indonesian Olympics Committee (KOI) is exploring cooperation with Hungary for developing national sports and improving sports achievement.

The cooperation was discussed during the visit of the Hungarian Ambassador to Indonesia, Lilla Karsay, to the KOI Office here on Thursday.

The Hungarian government is offering 600 sports scholarship programs, including sports management and sports community bolstering scholarships.

Indonesia has a population of 270 million people and the two countries must be able to find promising talents and potential within the country, Karsay said in an official statement.

Hungary is ready to help with training as well as event promotion and teach Indonesia about how to hold events. There are many aspects that Hungary can help improve at every level, she remarked.

Meanwhile, KOI Chairman Raja Sapta Oktohari informed that the committee is still formulating the cooperation that will be agreed upon.

He said he expects the plan for cooperation with Hungary to be realized without delay and yield benefits for both countries.

This is especially important given that Hungary is one of the countries with quite a hefty gold collection at the Olympics.

For instance, Hungary bagged 6 gold medals during the Tokyo Olympics, taking its overall Olympic gold haul to 186.

“We certainly still have to explore what cooperation we can develop in order to yield benefits for the two countries,” Oktohari said.

“Maybe we can do it by creating a special sports camp to improve the performance quality of our athletes, both in Indonesia or Hungary so that Indonesian athletes can train in Hungary or vice versa,” he added.

The potential cooperation between Indonesia and Hungary will be taken up during a meeting in Budapest at the end of June.

The meeting will coincide with the 2022 Swimming World Championship, which is scheduled to be held from June 17 to July 3.
