BMKG to prepare national action plan for climate change adaptation

The Meteorology, Climatology and Geophysical Agency (BMKG) has said it is currently preparing a National Action Plan for Climate Change Adaptation (RAN-API) in response to the worsening global climate situation.

The action plan refers to the CORDEX-SEA (Coordinated Regional Climate Downscaling Experiment South East Asia) framework under the World Climate Research Program (WCRP) of the World Meteorological Organization (WMO), which has also become a reference for national action plans.

“The Meteorology, Climatology and Geophysical Agency has collaborated with CORDEX Southeast Asia (CORDEX-SEA) to conduct research, training, and workshops related to climate projection data,” BMKG Head Dwikorita Karnawati said in a written statement received here on Friday.

The action plan is being made as Indonesia is prone to experiencing the impacts of climate change, she explained.

Data from the Intergovernmental Panel on Climate Change (IPCC) shows that the earth’s temperature has reached unprecedented levels, at least in the last two thousand years, she noted.

Karnawati predicted that the earth’s temperature would reach 1.5 degrees Celsius above pre-industrial levels or higher between 2021 and 2040. Under a high emissions scenario, this threshold will be reached in much less time, she said.

The impact of climate change in the country has been evident in the increase in extreme weather and extreme climate events, the increase in temperature, the reduced layer of snow at the peak of Jayawijaya, and the rise in sea levels, she added.

Climate change has had a major impact on Indonesia, a country made up of many small islands and high annual rainfall, she remarked.

“This condition requires adaptation and mitigation of climate change to reduce the impact of hydro-meteorological disasters and reduce greenhouse gas emissions. Indonesia is committed and working hard to reduce greenhouse gas emissions by 29 percent to 41 percent from the business-as-usual scenario by 2030,” she said.

Karnawati opined that climate projection data is needed to address the uncertainty of future climate conditions. It must be downgraded from global resolution to high resolution with several climate projection scenarios, so that it can serve as a basis to determine the right strategy and planning in the future, she said.

BMKG hosted an online workshop from November 15 to 17, 2021 to obtain climate projection data in collaboration with Ramkhamhaeng University Center of Regional Climate Change and Renewable Energy (RU-CORE), Bangkok, Thailand and the Department of Earth Sciences and Environment, the National University of Malaysia, and CORDEX-SEA, she informed.

The workshop had several objectives, including the dissemination of CORDEX activities for advancing science and the application of regional climate downscaling, particularly in the Southeast Asia region, Karnawati said.

It also aimed to push for better progress of CORDEX-SEA in advancing the science and application of regional climate downscaling in Southeast Asia through regional partnerships, she added.

Additionally, it also served as a means to share information about several publications, she said. The workshop has been conducted in several countries in Southeast Asia that utilize CORDEX-SEA data to generate climate information to deal with climate change issues in the region, and share information about potential applications of CORDEX-SEA resolution data, she added.

Law Minister disseminates information on immigration services in US

Minister of Law and Human Rights, Yasonna Hamonangan Laoly disseminated information on citizenship and immigration services among the Indonesian diaspora residing in the US on the sideline of his working visit to the country on November 12-19, 2021.

“The government has an obligation to provide full service and protection to every Indonesian citizen under any circumstances, both in the homeland and overseas,” he said, according to a written statement received here on Friday.

There are about three million Indonesians in the US, comprising children of Indonesian citizens, and former citizens and their children. Some of them already have permanent citizenship, but some do not, he said.

The lack of information regarding citizenship services has made it difficult for some of them to obtain Indonesian citizenship, even though they have sought it, according to Laoly.

“This socialization is important so that Indonesian people who live abroad can get information from the main source,” he added.

To make citizenship services easier to access for Indonesian citizens living overseas, the ministry, through the Directorate General of General Legal Administration or AHU, has launched an Electronic Citizenship Administration System (SAKE), he said.

“SAKE is borderless. It is no longer limited by space and time as the application can be accessed around the world through www.ahu.go.id,” Laoly informed.

During his visit, Laoly also highlighted limited dual citizenship that specifically applies to children of Indonesian married to foreign nationals.

Dual citizenship is limited and upon turning 18, beneficiaries need to choose one of the nationalities, he explained.

The obligation to choose between two nationalities can be extended to the age of 21 years or even after the person is married, he added.

Limited dual citizenship is regulated in Law No. 12 of 2006 regarding citizenship, he said.

BSSN encourages military to form digital security response team

Head of the National Cyber and Crypto Agency (BSSN) Lieutenant General (Ret.) Hinsa Siburian encouraged the Indonesian National Defense Forces (TNI) to establish a digital security response team to boost digital security in the country.

“We are optimistic that the Defense Ministry and the Indonesian Military would soon establish a ‘Computer Security Incident Response Team’ (CSIRT),” Siburian noted in his remarks to officiate the Ministry of National Development Planning/National Development Planning Agency’s CSIRT system broadcast by the Bappenas RI YouTube Channel and observed from Jakarta on Friday.

The BSSN head noted that law enforcement institutions, such as the Indonesian Police and the Attorney General Office, had established their own CSIRT tasked with enforcing the cyberspace law and handling cybercrimes.

The National Counter-terrorism Agency (BNPT) and the National Narcotics Agency (BNN) had also established the CSIRT to handle terrorism and drug abuse crimes in cyberspace, he added.

“Terrorists often use the cyberspace for recruitment or logistics purchase, and narcotics syndicates also often engaged in online drug transactions,” Siburian pointed out.

He noted that several military forces had integrated digital security systems into their national defense and enhanced their digital technology for military purposes, such as determining missile launch and sabotaging opponent systems.

Updating the national digital security system is important to tackle digital attacks, such as data theft, data destruction, or data abuse, that are potentially threatening national stability, the BSSN head added.

Facing increasingly sophisticated digital attacks, Siburian suggested the TNI to establish its own CSIRT system and enhance the technological competence of human resources to make Indonesia stand at par with other countries with advanced digital defense systems.

“We must enhance our national defense by establishing the CSIRT system that will be active 24/7, as we could not forecast when our opponent would strike our digital system,” he remarked.

Vice President inaugurates Tomohon as ‘city of tolerance’

Vice President Ma’ruf Amin inaugurated Tomohon in North Sulawesi as a ‘city of tolerance’ by signing an inscription in North Minahasa on Friday.

A survey conducted by the Home Affairs Ministry and the Pancasila Ideology Education Agency (BPIP) named two cities—Manado and Tomohon—in North Sulawesi province among the ten most tolerant cities in Indonesia in 2020, he noted.

Manado ranked third with a score of 6,200 and Tomohon city ranked fourth with a score of 6,183 in the survey, he said.

The award was the second that Tomohon City received since 2018 and the fourth for Manado since 2015, he added.

Eight other cities were categorized by the survey as the most tolerant cities: Salatiga, Singkawang, Kupang, Surabaya, Ambon, Kediri, Sukabumi, and Bekasi.

Ulemas hope central government extends special autonomy fund for Aceh

Aceh Ulema Consultative Assembly’s Deputy Chair Tgk H. Faisal Ali is optimistic of the central government extending the special autonomy fund scheme for Aceh beyond its expected 2027 expiry over yet-to-achieve financial self-sufficiency.

“During our audience with Vice President Ma’ruf Amin yesterday, we, representing the Aceh ulemas, expressed hope that the special autonomy fund allocated for Aceh would be extended,” Ali stated in Banda Aceh on Friday.

The Aceh ulemas deduced that the autonomous province still required financial support from the central government to enhance the quality of life of Aceh residents, he said.

“Aceh still needs the special autonomy scheme, and we hope the fund could be extended to allow us to continue developing Aceh. We are yet to achieve financial self-sufficiency, and our revenue is still limited,” the deputy chair stated.

Taking a cue from the central government’s recent decision to extend the special autonomy scheme and fund allocation for Papua and West Papua Provinces, Ali expected that the same arrangement would be applied for Aceh.

“Vice President Amin assured us that after the special autonomy scheme for Papua is arranged, the central government would be currently deliberating for the special autonomy in Aceh. We hope the central government would provide the best solution for Aceh ulemas’ concern,” Ali remarked.

Apart from suggesting the extension of a special autonomy scheme for Aceh, the ulemas also appealed for Amin’s support on the current consolidation of the Islamic financial system in the autonomous province before its full enforcement in 2022.

“We lauded Vice President Amin’s prompt response, particularly as it is his expertise. The vice president conveyed to us that we could present our suggestions to enhance the Islamic financial system in Aceh,” the deputy chair stated.

The Aceh ulemas also sought the central government’s support in enhancing halal product certification for products circulating in Aceh and suggested the central government to block the online multiplayer mobile game PlayerUnknown’s Battlegrounds (PUBG) and online gambling sites that have negatively impacted Aceh’s residents, Ali stated.
