Five slain civilians’ bodies to be moved on Friday: military

Jayapura, Papua (ANTARA) – The bodies of five civilians killed by armed Papuan terrorists on Thursday will be moved from Pingki Village to Dekai, the capital of Yahukimo District, on Friday, a military officer stated.

Commander of the 172/PWY District Military Command Brig. Gen. Izak Pangemanan noted that the bodies would be moved only if the weather were conducive.

In order to reach Pingki Village, the rescuers, deployed to move the bodies of the five slain civilians, are required to cross an overflowing river, he told ANTARA during a telephonic interview from Jayapura on Thursday evening.

Pangemanan remarked that the civilians were gunned down and tortured by several members of the Tandius Gwijangge-led armed separatist terrorist group in the village on Thursday.

One of the victims was identified as Pingki tribal chief Obaja, while four others were workers employed by a Pingki villager to build his house.

Pangemanan clarified that four of them were not employed by PT Papua Crenoma, a construction contractor currently building a bridge in the Kali Wit neighborhood of Pingki Village, Yahukimo District, Papua Province.

He, however, confirmed that one of the company’s dump trucks was shot at on Thursday afternoon.

The attack caused damage to the truck’s windshield, but the driver survived the shooting incident after turning back to the Kali Kuk camp on KM 47+600, he revealed.

Over the past few years, armed Papuan groups have applied hit-and-run tactics against Indonesian security personnel and unleashed acts of terror against civilians in the districts of Intan Jaya, Nduga, and Puncak to instill fear among the people.

The recent targets of such acts have included construction workers, motorcycle taxi (ojek) drivers, teachers, students, street food vendors, and even civilian aircraft.

On April 25, 2021, Papuan separatists, operating in Beoga, ambushed State Intelligence Agency (Papua) chief, Maj. Gen. I Gusti Putu Danny Karya Nugraha, and several security personnel during their visit to Dambet Village.

Following Nugraha’s fatal shooting, President Joko Widodo instructed the TNI and National Police to track down and arrest the members of all separatist and terrorist groups operating in Papua, stressing there is no place for them within Indonesian territory.

In response to the ongoing security disturbances, People’s Consultative Assembly (MPR) Speaker Bambang Soesatyo has warned that the state must not allow armed separatists to continue to terrorize communities in Papua.

It must ensure that the Papuans’ rights to enjoy the outcomes of development programs in the country’s easternmost province are not disrupted and hijacked by continued acts of terror, he stressed.

The State Constitution mandates that the government ensure Indonesian provinces, including Papua, are able to witness development to usher in prosperity for all people, Soesatyo noted in a recent statement.

However, ongoing security disturbances created by separatist terrorists are impeding the government’s efforts to bring prosperity to all Papuans, he pointed out.

“It will not be easy to develop Papua if the armed Papuan terrorists’ acts of terror against innocent civilians there intensify and escalate,” he cautioned.

To defend the rights of Papuan people to enjoy the outcomes of development, TNI and National Police personnel must remain present in Papua, Soesatyo emphasized.

The areas of Ilaga, Nduga, Kenyam, and Intan Jaya remain vulnerable due to the threat posed by separatist terrorists, he cautioned.

Fate of Papua’s 30 construction workers still hangs in balance

Jayapura, Papua (ANTARA) – The Indonesian Military was yet unable to give any confirmation on the condition of some 30 construction workers in Yahukimo District, Papua, after being attacked by an armed group in Bingki Village on June 24, 2021.

Chief of the Sub-regional Military Command (Korem) 172/PWY Brig. Gen. Izak Pangemanan stated here on Friday that seven workers managed to escape the attack and reached Swator in Asmat District. “We are still monitoring (the situation), and the TNI-Polri personnel are attempting to evacuate the victims,” Pangemanan noted.

He could not as yet confirm whether the armed group had taken the local residents as hostage.

“Our personnel are still collecting data and attempting to evacuate the victims,” he affirmed.

Unidentified gunmen fatally shot PT Papua Crenoma’s five employees that were engaged in constructing a bridge over the Kali Wit River in Yahukimo District of Papua Province on Thursday.

The armed group attacked and shot at a building material-carrying truck owned by PT Papua Crenoma.

The gunmen also attacked civilians, who built a villager’s house, killing four of them and head of the village Obaja Nang.

In early December 2018, Papua’s armed group killed 31 construction workers building Kali Yigi-Kali Aurak bridge in Nduga District.

On June 3, 2021, a construction worker was also murdered in Eronggobak, Ilaga, Puncak, Papua.

Villagers from Papua’s Bingki seek refuge following armed attack

Jayapura, Papua (ANTARA) – Residents of Bingki village, Yahukimo district, Papua have sought refuge in Dekai subdistrict following an attack by a separatist group, which left four people dead and the village head injured.

“There is a report that Bingki villagers have sought refuge in Dekai since Thursday (June 24, 2021) via land and river,” chief of the Sub-regional Military Command 172/PWY, Brig.Gen Izak Pangemanan, said here on Friday.

The village is now empty, he said, without divulging the number of refugees.

According to Pangemanan, villagers are afraid of another attack by the armed group.

The head of the village, Obaja Nang, was injured in the attack. Meanwhile, the separatists fatally shot four construction workers engaged in constructing a bridge over the Kali Wit River in Yahukimo district. The armed group also attacked and shot at a PT Papua Crenoma truck carrying building material.

Nang was initially believed to be dead, but later it was discovered that he was in a critical condition and had been evacuated by villagers to Dekai, Pangemanan informed.

The military has evacuated the bodies of the four construction workers by helicopter to Dekai for an autopsy.

The four workers have been identified as Suardi, Sudarto, Idin, and Ipa, Pangemanan said.

In early December, 2018, an armed Papuan group killed 31 construction workers engaged in building the Kali Yigi-Kali Aurak bridge in Nduga district.

Indonesia, US to build multimillion dollar maritime training center

Jakarta (ANTARA) – Indonesia and the United States have commenced work on building a maritime training center that will cost millions of dollars.

Indonesian Maritime Security Board (Bakamla RI) Deputy for Policy and Strategy Rear Admiral Tatit E. Witjaksono and US Ambassador to Indonesia Sung Y. Kim led the groundbreaking ceremony for the construction of the maritime training center at the Batam Navy Base on Friday.

Witjaksono noted that Bakamla RI will own and operate the training center.

“This training center will serve as an important facility for Bakamla to improve the competence of its personnel in answering the challenges to its tasks to ensure security and safety at sea,” he affirmed.

The maritime training center, to be constructed at a cost of US$3.5 million (nearly Rp50.55 billion), is the result of collaboration between Bakamla RI, the US Coast Guard, the International Narcotics and Law Enforcement Affairs Section (INL) of the US Embassy, Joint Interagency Task Force West, US Indo-Pacific Command, and US Navy Technical Facility Command.

“The training center will comprise class rooms, office rooms, barrack, kitchen, and ship launch pad. This place can accommodate 50 students and 12 instructors,” he revealed.

Ambassador Kim affirmed that the initiative was part of the US’ continued efforts to collaborate with Indonesia in fighting international crimes by offering equipment, support, training, and technical assistance to BakamlaRI since its inauguration in 2014.

“As a friendly country and partner of Indonesia, the United States remains committed to supporting the main role of Indonesia in promoting regional peace and security by fighting domestic and international crimes,” Kim noted in a statement issued by the US Embassy in Jakarta on Friday.

BRIN chief pushes use of digital biodiversity database

Jakarta (ANTARA) – Chairman of the National Research and Innovation Agency (BRIN), Laksana Tri Handoko, has called for greater use of the digital database mapping Indonesia’s biodiversity for creating products quickly and efficiently.

During a virtual discussion on microbiomes, accessed by ANTARA from Jakarta on Friday, Handoko said that digitalization is a tool that needs to be used more effectively.

The simplest process that can be carried out via digitalization is capturing and storing images, he said. At the moment, the process is still being carried out in the spirit of conserving biodiversity, including microbes, he added.

He said that such a measure can be an initial step towards digital taxonomy.

In addition, magnetic resonance imaging (MRI) can be used to capture a cross-sectional image of specimens, which, in turn, aid the process of reconstruction, as well as acquiring genome data, DNA, and protein structure storage as well as chemical compounds from the specimen, Handoko pointed out.

“These digital data have started to become available and are waiting to be utilized further, in order for us to create various products based on our biodiversity in a more speedy and efficient manner,” he added.

That way, he continued, the benefits of Indonesia’s abundant natural resources can be explored more effectively.

Papua awaits prompt disbursal of 2nd round of autonomy funds

Jayapura, Papua (ANTARA) – The Papua provincial administration has urged the central government to quickly expend the second round of this year’s special autonomy funds to finance its development programs, according to a government official.

“The second round of special autonomy funds should have been transferred in June at the latest,” Papua’s Assistant Secretary for Economic and Social Welfare Affairs Muhammad Musa’ad stated.

However, as of Thursday, the provincial government had yet to receive the second round of the funds, Musa’ad noted in a press statement that ANTARA quoted in Jayapura on Friday.

The provincial administration has distributed the first round of special autonomy funds that it had earlier received from the central government to all regional administrations, he revealed.

Musa’ad highlighted the importance of available funds for the government’s programs, including funding infrastructure facilities for Papua’s 2021 PON National Games.

“We have never held the special autonomy funds that the central government has transferred. In its place, we directly disburse them to all district and city administrations,” he explained.

The Papua special autonomy law, which has paved the way for a significant amount of funds to flow into Papua and West Papua, has been in force for almost two decades.

With the law set to expire in November this year, the bill for amending it is being deliberated in the House of Representatives (DPR). To meet the deadline, the House members have listed it as one of the dozens of priority bills in this year’s National Legislation Program (Prolegnas).

According to data provided by the Finance Ministry, the government has allocated Rp138.65 trillion towards Papua and West Papua’s special autonomy funds and additional funds for infrastructure projects so far.

Meanwhile, the government has disbursed Rp702.3 trillion in regional transfers and village funds to the two provinces during the period between 2002 and 2021, according to People’s Consultative Assembly (MPR) speaker Bambang Soesatyo.

Despite the flow of large amounts of central government funds into Papua and West Papua, the two provinces are still grappling with ways to improve the quality of their human capital. Their scores on Indonesia’s 2020 Human Development Index have remained below the national average of 71.94.

According to Statistics Indonesia (BPS), Papua and West Papua scored 60.44 and 65.09, respectively, on the 2020 Human Development Index, much lower than Aceh Province that scored 71.94.

The BPS data released in February this year further pegged the poverty rates in Papua and West Papua at 26.8 percent and 21.7 percent, respectively.

Development outcomes remain inequitable for native Papuan communities, as indicated by their low income levels and lack of access to education and health services, it pointed out.

APEC looks to partnerships to back business recovery

Jakarta (ANTARA) – Finance ministers and business leaders from APEC member economies convened virtually, Friday, to deliberate on the ongoing responses for businesses as well as policies that economies can focus on to help businesses recover during pandemic.

New Zealand Minister of Finance and Deputy Prime Minister Grant Robertson hosted the Informal Finance Ministerial Meeting with the APEC Business Advisory Council (ABAC) in a bid to intensify exchanges of views and experiences on best practices for helping businesses survive the health and economic crisis, according to a release issued by the APEC Secretariat and received here on Friday.

In his opening remarks, Minister Robertson, concurrently the 2021 Chair of the APEC Finance Ministers’ Process, noted that the informal dialog enabled a deeper understanding of the concerns that the private sector has within the APEC region. These engagements inform the policy discussions that APEC Finance Ministers will have at their meeting later in October.

“The Finance Ministers’ Process this year is focusing on the macroeconomic responses to COVID and a longer-term look at how fiscal policy and budget frameworks may evolve as a result of the pandemic,” Minister Robertson remarked.

“Partnerships between governments, businesses, and civil societies are critical to the region’s response to COVID-19 and will continue to play an important role in the longer-term recovery,” he affirmed.

Ongoing challenges, such as social inequality arising from the rapid evolution of technology, as well as accelerating climate change and growing inequality in income and wealth distribution remain a focus for APEC economies, especially given the uneven impact of COVID-19.

Discussions have encompassed the criticality of adopting pertinent measures to handle those issues and the range of policy tools being applied to support communities.

Business leaders highlighted the importance of trade and open markets in spreading the availability of vaccines, essential health supplies and associated goods and services, and keeping global supply chains moving.

“It is clear for us that addressing the continuing pandemic must be the top priority for APEC economies — overcoming the health crisis and using widespread vaccination and testing for safe and seamless reopening of borders as a pre-requisite for economic recovery,” according to Rachel Taulelei, the 2021 chair of the APEC Business Advisory Council.

“Trade is an enabler of a return to sustainable economic growth in the region,” Taulelei stated.

APEC ministers and business leaders also deliberated on the significance of the region’s recovery being sustainable and inclusive, and how economies and businesses can work together to achieve this goal.

“Sustainability and inclusion are ongoing challenges, which need a stepped-up response in a region that needs to learn to live with COVID,” Taulelei highlighted.

She stressed that actions to address climate change and other environmental risks are necessary for a healthy planet, and eventually, for healthy economies and societies.

“Some people have already paid too high a price during the pandemic, including women, youth, indigenous people, those living in rural areas, and those without the skills required for an increasingly digital economy. Their well-being needs to be a priority as we move forward,” she affirmed.

APEC Secretariat Executive Director, Rebecca Sta Maria, acknowledged member economies’ commitment to increasing cooperation in the past year and reminded ministers that the unprecedented crisis needs holistic, bold, and practical responses.

“In addition to international cooperation and coordination, cross-functional and inter-agency linkages are as crucial as member economies pursue long-term, sustainable solutions to economic resiliency and recovery,” Sta Maria stated.
